10.12.010 Authorization of signs.
The Council shall by resolution determine and designate the size, shape and character of all official warning, regulatory, and direction signs, other than signs the size, shape and character of which have been established by the State Department of Transportation pursuant to the Vehicle Code. The Director of Public Services may place and maintain, or cause to be placed and maintained, all official warning and direction signs necessary to the proper control of traffic and all regulatory signs required or authorized by this title or the Vehicle Code. 10.12.020 Failure to post signs.
No provisions of this title for which signs are required shall be enforced against an alleged violator thereof unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provision. (Ord. 29 § 1, 1981; CC § 72.61)
10.12.030 Authorization of signals.
The Council shall by resolution designate what intersections shall be controlled by official traffic-control signals. (Ord. 29 § 1, 1981; CC § 72.62)
10.12.040 Placing of signals.
The Director of Public Services shall place, maintain and operate, or cause to be placed, maintained and operated all official traffic-control signals authorized by the Council as provided in this title. (Ord. 29 § 1, 1981; CC § 72.63)
10.12.050 Traffic-control devices – Hours of operation.
The Director of Public Services shall determine the hours and days during which any traffic-control device shall be in operation or be in effect, except in those cases where such hours or days are specified in this title or established by resolution of the Council. (Ord. 29 § 1, 1981; CC § 72.64)
10.12.060 Director of Public Services may install traffic-control devices.
The Director of Public Services may place and maintain such traffic-control devices in addition to those authorized by other provisions of this title as he may deem necessary to regulate traffic or to guide or warn traffic, but he shall make such determination only upon the basis of traffic engineering principles and traffic investigations and in accordance with such standards, limitations and rules as may be established by division or resolution of the Council. 10.12.070 Obedience to traffic signs and signals.
It is unlawful for any operator or pedestrian to at any time violate any instruction appearing on any traffic sign or signal or marking placed upon any highway in accordance with the provisions of this title. (Ord. 29 § 1, 1981; CC § 72.66)
10.12.080 Crosswalks.
The Director of Public Services shall provide and maintain painted markings or other appropriately devised symbols or warning signs at all crosswalks which have been designated as such by the Council. He may do so at such other crosswalks where, in his opinion, such symbols or warning signs are necessary. (Ord. 29 § 1, 1981; CC § 72.67)
10.12.090 Traffic markings.
The Director of Public Services may place appropriate traffic guidelines dividing highways into the number of traffic lanes that is proper and necessary, and may place such other pavement markings as are necessary to direct vehicular movements in accordance with requirements of this title and the Vehicle Code. 10.12.100 Distinctive roadway markings.
Whenever the State Department of Transportation determines and designates a distinctive roadway marking which shall indicate no driving over such marking, the Director of Public Services is authorized to designate by such marking those streets or parts of streets where the volume of traffic or the vertical or other curvature of the roadway renders it hazardous to drive on the left side of such marking or signs and markings. Such marking or signs and markings shall have the same effect as similar markings placed by the State Department of Transportation pursuant to provisions of the Vehicle Code. 10.12.110 Equestrian crossings.
The Director of Public Services shall indicate by appropriate signs of a type approved by the Department of Transportation of the State those intersections of bridle paths and highways which the Council, pursuant to Section 21805 of the Vehicle Code, by resolution has designated as equestrian crossings. 10.12.120 Temporary removal of signals and other facilities – Suspension of regulations.
Whenever, because of the construction, alteration, repair, or improvement of any highway, or because of other emergency, compliance with any prohibition of this title, including a prohibition pursuant to any action of the Council taken in accordance with this title, will create a traffic hazard and the Director of Public Services so finds, he shall either remove or cover up any sign or other traffic marking which informs persons of such prohibition. While such sign or other marking is removed or covered the effect of such prohibition is suspended. At the end of such emergency, unless otherwise determined by the Council, the Director of Public Services shall replace or uncover such sign or other marking. (Ord. 29 § 1, 1981; CC § 72.71)
10.12.130 Damaging signs prohibited.
It is unlawful for any person to maliciously tear down, damage, mutilate, deface or destroy any sign, notice or traffic-control device placed upon or along or affixed to or along any City highway or any property, which sign, notice or traffic-control device is intended to indicate or designate any highway or is intended to direct, control or warn operators or travelers. 10.12.140 Permit for school district to maintain portable sign within right-of-way.
Upon approval of the Council, the Director of Public Services may issue a permit to a school district authorizing such district to maintain within a City right-of-way a portable school crossing sign and/or flasher. Such permit may be issued on the terms and conditions deemed necessary or appropriate by the Director of Public Services for the protection of the public. Any such permit issued by the Director of Public Services shall contain a provision that it may be revoked by the Director of Public Services for violation of any of the terms and conditions of such permit. 10.12.150 Temporary closing of portions of streets or highways crossing or dividing school grounds.
A. The Council, by resolution, may close to vehicular traffic that portion of any street or highway crossing or dividing any school ground or grounds when in the opinion of the Council such closing is necessary for the protection of persons attending such school or school grounds. Such closing to vehicular traffic may be limited to such hours and days as the Council may specify.
B. Upon and for the duration of closure of a portion of any street or highway as provided in subsection A of this section, the school district within whose district said closed portions lies shall post and maintain at each end of said closed portion and at other appropriate locations barricades and signs giving notice of such closure to the public. The type, posting and maintenance of such barricades and signs shall be under such terms and conditions as is deemed necessary or appropriate by the Director of Public Services for the protection of the public. 10.12.160 Restricting use of or closing City highway.
A. The Director of Public Services is authorized to restrict the use of, or close, any City highway whenever he considers such closing or restriction of use necessary:
1. For the protection of the public;
2. For the protection of such City highway from damage during storms;
3. During construction, improvement or maintenance operations thereon.
B. No liability shall attach to the City, the Director of Public Services or to the City Council, for the restriction of use, or closing, of any City for the above public purposes. (Ord. 29 § 1, 1981; CC § 72.75)
