TEEN CLUBS AND CENTERS

17.35.010 Teen centers.
Teen centers and other uses, determined to be similar by the Director of Development Services, operated by a nonprofit organization, service club or youth service organization, shall be permitted in all zones subject to a minor conditional use permit and to the conditions listed in this section.
A. No such use shall be located within 500 feet of the nearest point of any site on which is located a bar, night club, or similar adult use which have a minimum age for admission of 21 years as determined by the Department of Alcoholic Beverage Control regulations.
B. The operation of four or less electronic machines is permitted provided their operation is ancillary to the main use of the building.
C. Toilet facilities shall be provided as required by the Uniform Building Code.
D. Adult supervision (21 years or older) shall be provided on the premises during all hours of operation at the ratio of two staff per 50 teenagers.
E. It is unlawful to sell, consume, or make available any alcoholic beverage on the site of a teen center or club. It is unlawful to admit a person who has consumed an alcoholic beverage or who has an alcoholic beverage in his or her possession.
F. All activities shall be terminated and the premises cleared of participants on or before the hour of 10:00 p.m. Sunday through Thursday, and 12:00 p.m. Friday and Saturday.
G. On-site parking is required at a ratio of one space per staff member plus one space per four persons permitted occupancy.
H. A minimum of one bicycle rack per four persons permitted occupancy shall be provided in a safe, convenient location, within 25 feet of the building.
I. All on-site parking areas shall be adequately lighted and supervised during hours of operation.
J. Annual review by the City Council is required to determine if all conditions of approval have been met and to ensure the use is operated in a manner not contrary to the public health, morals, peace, welfare, or safety.
K. In addition to these standards, a use proposing teenage dance activity shall comply with Chapter 5.12 PMC.
L. Only persons who have attained the age of 13 years but who have not yet attained the age of 19 years shall be admitted to the center and/or allowed to participate in activities of the center. (Ord. 518, 1999; Ord. 252 § 1, 1988; Ord. 221 § 1, 1987)

L. No person shall be admitted to the club and/or allowed to participate in club activities who has not either attained the age of 15 years or reached the ninth grade in school.
