ENFORCEMENT

6.60.010 Authority to arrest.
In the performance of his duties, the health officer and his duly authorized agents shall have the authority and immunities of public officers and employees as set forth in Section 836.5 of the Penal Code to make arrests without a warrant whenever he has a reasonable cause to believe that the person to be arrested has committed a misdemeanor in his presence which is in violation of any provision of this title wherein he has the authority to enforce, or any other title of the code, or any ordinance or statute which he has the authority to enforce. 6.60.020 Penalty.
A. Except as otherwise provided in this title, a violation of any of the provisions of this title, or failure to comply with any of the regulatory requirements of this title, is an infraction subject to the procedures described in Sections 19.6 and 19.7 of the California Penal Code and RCMC 1.01.190.
B. Except as otherwise provided in this title, any person, whether as a principal or agent, employer or employee, who violates any of the provisions of this title, or the rules and regulations established pursuant to the provisions of this title is, upon conviction, guilty of an infraction, and each day that conditions or actions in violation of this title shall continue shall be deemed to be a separate and distinct offense.
C. Every infraction of this title is punishable by:
1. A fine not exceeding $100.00 for a first violation;
2. A fine not exceeding $200.00 for a second violation of the same ordinance provision within one year;
