10.36.010 Definitions.
As used in this chapter, the following words and phrases have the meanings herein set forth:
“Authorized emergency vehicle” means all authorized emergency vehicles as defined in Division 1 of the Vehicle Code.
“Private road or driveway” means a private road or driveway as defined in Section 490 of the Vehicle Code.
“Public highway” means any highway, road, street, way or place open to the use of the public for purposes of vehicular travel.
“Vehicle” means a device in, upon or by which any person or property is or may be propelled, moved or drawn upon a public highway, including a bicycle or such other vehicle of propulsion moved by human power. 10.36.040 Approaching scene of emergency.
It is unlawful for any person to operate any vehicle upon the public highways or any private road or driveway so as to approach within 1,000 feet of any authorized emergency vehicle when such authorized emergency vehicle is engaged in extinguishing fire or when the authorized emergency vehicle is actively engaged at the scene of any bombing, act of sabotage, accident, explosion, flood, riot, earthquake or any emergency. 10.36.050 Parking near scene of emergency.
It is unlawful for any person to park, stop or abandon any vehicle within 1,000 feet of any authorized emergency vehicle when the authorized emergency vehicle is actively engaged at the scene of any bombing, act of sabotage, accident, explosion, flood, riot, earthquake or any emergency. 10.36.060 Assembling near scene of emergency.
It is unlawful for any person or persons to gather, collect, assemble or congregate within 1,000 feet of the scene of any fire, bombing, act of sabotage, accident, explosion, flood, riot, earthquake or any emergency when any authorized emergency vehicle is actively engaged thereat. 10.36.070 Exemptions.
The provisions of this chapter do not apply to the following persons:
A. All authorized emergency vehicles, as defined herein, and persons operating the same;

10.36.080 Penalty for violation.
Any person who violates any provisions of this chapter is guilty of a misdemeanor and upon conviction thereof shall be punished by fine of not exceeding $300.00 or by imprisonment in the county jail, not exceeding three months, or by both such fine or imprisonment.
