A five-person Parks and Recreation Commission may be appointed by the Council as required from time to time under the operational identity and regulation of law, code, ordinance and resolution to develop and coordinate recreational events and facilities in the City. [Ord. 213A § 2.20.003, 1992.]
2.65.020 Powers, duties and procedures.
The name of this Commission shall be the Rio Dell Parks and Recreation Commission, hereinafter known as the “Commission.”
(1) Mission Statement. To promote public health and for the enjoyment of Rio Dell community; to enhance the natural beauty of the City of Rio Dell; to organize recreational events; to develop recreational facilities; to organize sports activity; to advise the City Council and City Manager in planning parks, recreation and facilities use. Commission shall prepare and submit an annual budget request for expenditure of capital for recreational facilities maintenance, sports and recreation oriented operating expenses.
(2) Membership and Operation. The Parks and Recreation Commission shall consist of five citizens of the local community who shall be regular voting members of the Commission serving a three-year term. The Commission members will be selected by the City Council. Commission members serve at the pleasure of the City Council.
A Council Member or alternate of the City of Rio Dell is designated as an ex officio member of the Commission without voting privilege for the purpose of monitoring parks and recreation activity and serving as liaison to the City Council.
(3) Commission officers shall be selected by the Commission from among its membership. Officers consist of Chairman, Vice Chairman and Secretary/Treasurer.
(4) Commission meetings with a quorum of at least three voting members shall be held at least monthly and more frequently as required. Special meetings may be called by the Chairman or acting Chairman by giving at least 24 hours’ notice to all members and City Manager. Agendas for meetings shall be publicly posted in compliance with the California Government Code. Minutes of meetings shall be kept by the Secretary and regularly submitted to the City Manager and City Council.
(5) Termination of a Member from the Commission. Commissioners not attending three consecutive meetings without an excused absence by the Chairman shall be deemed to have abandoned his/her membership on the Commission. Excused absences are based upon the Chairman receiving advance notification from the Commissioner that he/she is unable to attend the meeting for personal or other reasons and acceptance by the Chairman of the excuse at the discretion of the Chairman.
Membership can be terminated at the direction of the majority of the City Council in and during a scheduled City Council meeting and/or by a written resignation from a member.
(6) Appointments to the Commission. The City Clerk shall publicly post a notice of vacancy or anticipated vacancy on the Parks and Recreation Commission inviting interested persons to apply in writing to the City Council for appointment to the Commission. The public posting shall be for a period of 30 days.
(7) Remuneration. Commissioners shall serve without remuneration. Out of pocket expenses incurred in Commission activity shall be reimbursed from a general fund Parks and Recreation account upon prior approval of the City Council.
(8) Severability. The disallowance of use of any portion of this chapter for any reason shall not change nor alter the applicability and enforceability of the remainder of the chapter. [Ord. 254, 2008.]
