HUMAN RESOURCES DEPARTMENT

2.110.010 Organization generally – Director of Human Resources.
The Human Resources Department shall be under the direct supervision of a Director of Human Resources, who shall be in the unclassified service, and shall be organized into two divisions as provided in this chapter.
The Assistant Director of Human Resources, who shall be in the unclassified service, shall assist the Director of Human Resources and shall act in the capacity of Director of Human Resources in his/her absence and shall directly supervise one of the two divisions of the Department. 2.110.020 Personnel records and benefits division.
The personnel records and benefits division shall be under the immediate supervision of the Assistant Director of Human Resources or a Human Resources Division Manager, who shall be in the unclassified service. The functions of the personnel records and benefits division shall be as follows:
(a) Collect and maintain all personnel records, including employee records and rosters and comprehensive personnel files on each employee.
(b) Administer the medical, accident, life, industrial accident, unemployment and other employee insurance programs.
(c) Supervise the administration of the employees' retirement system.
(d) Review personnel status changes, new appointments, promotions and transfers for budgetary control.
(e) Administer the new-employee induction and orientation program.
(f) Recruit and oversee the employment of personnel entering into the temporary service of the City.
(g) Recommend policy regarding personnel rules, regulations, and procedures.
(h) Perform special studies and investigations and perform such other work as directed by the City Manager. (Ord. 1730 § 3, 4-6-99).
2.110.030 Personnel testing and classification division.
The personnel testing and classification division shall be under the immediate supervision of the Assistant Director of Human Resources or a Human Resources Division Manager, who shall be in the unclassified service. The functions of the personnel testing and classification division shall be as follows:
(a) Recruit and test personnel entering into and working with the regular City service.
(b) Conduct surveys on comparative employee salaries and fringe benefits and research comparison benefit programs.
(c) Perform classification studies and prepare recommendations for the modification of employee job specifications.
(d) Perform special studies and surveys.
(e) Recommend policy regarding personnel rules, regulations and procedures.
(f) Perform such other work as directed by the City Manager. (Ord. 1730 § 3, 4-6-99).
