2.90.010 Duties and responsibilities – City librarian.
The Library Department shall be under the direct supervision of the City Librarian, and shall be organized into the following divisions. The Department shall maintain library programs, services and collections of materials for the informational, cultural, educational, technical and entertainment interests of the Santa Clara community. 2.90.020 Administrative division.
The administrative division shall be under the direct supervision of the City Librarian who shall be in the unclassified service. The duties and responsibilities of the division shall include the following:
(a) To plan, direct, organize and manage the activities of the Library Department program through immediate supervision of library division managers who shall be responsible for daily operations;
(b) To manage library facilities which are safe, accessible and functional for the delivery of library services; and
(c) To supervise a clerical staff which shall maintain payroll records, issue purchase orders, prepare reports and perform other administrative and clerical duties as assigned by the City Librarian, or his/her designee. (Ord. 1211 § 1, 6-10-69; Ord. 1689 § 2, 7-9-96. Formerly § 2-67.1).
2.90.030 Adult services division.
The adult services division shall be under the immediate supervision of the adult services division manager who shall be in the unclassified service. The duties and responsibilities of the division shall include the following:
(a) To select, evaluate and deselect library materials for adults including books, periodicals, audio visual materials, and materials in electronic format;
(b) To provide information services through effective reference and information delivery systems; and
(c) To provide special services and collections as assigned by the City Librarian, or his/her designee. (Ord. 1211 § 1, 6-10-69; Ord 1689 § 2, 7-9-96. Formerly § 2-67.2).
2.90.040 Youth and extension services division.
The youth and extension services division shall be under the immediate supervision of the youth and extension services division manager who shall be in the unclassified service. The duties and responsibilities of the division shall include the following:
(a) To select, evaluate and deselect library materials for children and young adults, including books, periodicals, audio visual materials, and materials in electronic format;
(b) To provide outreach to schools and other community locations through programming, community contacts, volunteer activities, bookmobile service, and other outreach activities;
(c) To provide library services at the branch facility;
(d) To assess the need for additional or enhanced branch or extension facilities and services; and
(e) To plan for and establish such other facilities and services as assigned. (Ord. 1689 § 2, 7-9-96. Formerly § 2-67.3).
2.90.050 Materials access services division.
The materials access services division shall be under the immediate supervision of the materials access services division manager who shall be in the unclassified service. The duties and responsibilities of the division shall include the following:
(a) To manage the acquisition, cataloging, processing and repair of library materials and the organization of these materials into collections for public access;
(b) To provide and manage procedures for the circulation of library materials, including without limitation the establishment and enforcement of fees, fines and penalties consistent with said procedures; and
(c) To plan for, establish and manage the library's electronic utilities, systems and services, including without limitation upgrades, improvements and innovations. (Ord. 1689 § 2, 7-9-96. Formerly § 2-67.4).
