ELECTRIC VEHICLE CHARGING STATIONS

25.04.010 Purpose.
The purpose of this chapter is to provide an expedited, streamlined electric vehicle charging station (EVCS) permitting and inspection process that complies with Assembly Bill 1236 (California Government Code Section 65850.7) to achieve timely and cost-effective installations of EVCS while protecting public health and safety. 25.04.020 Applicability.
This chapter applies to the permitting and inspecting of all electric vehicle charging stations in the City of Santa Clarita. (Ord. 17-11 § 1, 9/12/17)
25.04.030 Definitions.
“Electric vehicle charging station” means any level of electric vehicle supply equipment station that is designed and built in compliance with California Electrical Code Article 625, as it reads on the effective date of this section, and delivers electricity from a source outside an electric vehicle into a plug-in electric vehicle.
“Electronic submittal” means the utilization of one (1) or more of the following:
1. The City of Santa Clarita’s ePlans system.
2. Email.
3. The internet.
4. Facsimile. (Ord. 17-11 § 1, 9/12/17)
25.04.040 Electric Vehicle Charging Station Requirements.
A. An EVCS shall meet all applicable safety and performance standards established by:
1. The City of Santa Clarita Electrical Code.
2. The City of Santa Clarita Building Code.
3. The City of Santa Clarita Fire Code.
4. The Society of Automotive Engineers.
5. The National Electrical Manufacturers Association.
B. Checklist for EVCS. A checklist of all requirements with which EVCS shall comply to be eligible for expedited review shall be published on the City of Santa Clarita website.
C. Minimum EVCS Standards. The electric vehicle charging station shall be identified and listed for the application as referenced in the Electrical Code. (Ord. 17-11 § 1, 9/12/17)
25.04.050 Plan Review and Permit Issuance.
A. The City of Santa Clarita shall allow for electronic submittal of a permit application and associated documentation, and shall authorize the electronic signature on all forms, applications, and other documentation in lieu of a wet signature by an applicant.
B. An application with associated plans, drawings, and other documentation that satisfies the information requirements in the checklist shall be deemed complete upon review of the associated documents by the Building Official. Such review shall be performed in a timely manner and in conformance with Assembly Bill 1236 (California Government Code Section 65850.7). Should the application be deemed incomplete, the Building Official shall issue a written correction notice detailing all deficiencies in the application and any additional information required to be eligible for expedited permit issuance.
C. Upon confirmation by the Building Official of the application and supporting documentation being complete and meeting the requirements, the Building Official shall administratively approve the application and issue a permit to perform the work.
D. The City of Santa Clarita shall not condition approval of an application on the approval of a homeowner’s association, as defined in Civil Code Section 4080. (Ord. 17-11 § 1, 9/12/17)
25.04.060 Inspections.
A. For an EVCS eligible for expedited review, only one (1) inspection shall be required. The inspection shall be performed in a timely manner and will be scheduled within two (2) business days of a request. A four (4) hour inspection window may be provided upon request.
B. A reinspection fee may be assessed under any of the following conditions:
1. The installation is not complete and ready for inspection at the scheduled time.
2. The equipment is not open and accessible for the inspector to view at the time of the inspection.
3. The inspection has failed on two (2) previous occasions. (Ord. 17-11 § 1, 9/12/17)
