2.32.010 CITY TREASURER FUNCTIONS.
The director of finance of the city shall act as treasurer under any law or proceedings under which the city may act, which requires certain duties to be performed by a city treasurer.

2.32.020 ADDITIONAL DUTIES.
In addition to the duties prescribed by Section 813 of the Charter of the City of Santa Cruz, the director of finance shall have the power and be required to:
(1) Submit to the city council a statement, annually, or more frequently if requested, in sufficient detail to show that expenditures under the director’s control are within budget appropriations;
(2) Submit to the city council, annually, an audited financial statement verifying that all expenditures have been audited and approved in the manner required by Section 813 of the Charter of the City of Santa Cruz;
(3) With the city council’s prior approval, make non-lapsing budget appropriations for capital improvement projects, other projects or grant-funded programs or projects. Under these circumstances the appropriation shall continue without the need for reappropriation until project or program completion, or unless the appropriation is subsequently amended or rescinded by the city council.
