DISPOSAL OF SURPLUS CITY SUPPLIES, EQUIPMENT OR PERSONAL PROPERTY

2.52.010 Duty to report surplus equipment and supplies.
All city departments shall report to the director of administrative services, at such times and in such forms as prescribed, all supplies and equipment or other personal property which are no longer used or which have become obsolete or worn out or otherwise surplus to the needs of the department. The director of administrative services shall have authority to exchange for, or trade in, such property on new supplies and equipment in accordance with this chapter. 2.52.020 Disposal required.
The director of administrative services shall determine whether any surplus supplies or equipment can be used by the city. If such supplies or equipment cannot be used or are unsuitable for city use, the director may dispose of such supplies and equipment that cannot be exchanged for or traded in on new equipment or supplies in the manner provided in this chapter. 2.52.030 City manager’s determination.
If the city manager concurs with the director of administrative services that certain personal property is not required for public use, he shall declare it surplus and prepare a written estimate of the market value thereof. (Ord. 77 § 2, 1988; 1987 Code § 8.28.030)
2.52.040 Manner of disposal.
A. If the surplus property which is not required for city use has an estimated market value of less than $1,000, the city manager may authorize the disposal of the property without advertising for bids.
B. If the surplus property which is not required for city use has an estimated market value of $1,000 or more, the city manager shall dispose of the property by auction pursuant to Chapter 2.48 SBMC, or by advertising for bids. The property shall be sold to the highest cash bidder.
C. The amount received for any property sold pursuant to this chapter shall be credited to the appropriate fund as the city manager shall determine. (Ord. 77 § 2, 1988; 1987 Code § 8.28.040)
2.52.050 City personnel prohibited.
No city officer or employee shall purchase city property sold in accordance with this chapter. (Ord. 77 § 2, 1988; 1987 Code § 8.28.050)
2.52.060 Certain property deemed surplus.
Wood cut from city street trees or other trees on city property, which has a commercial value as firewood, shall be deemed surplus property and shall be disposed of in the manner provided in this chapter. (Ord. 77 § 2, 1988; 1987 Code § 8.28.060)
