10.12.010 Authorization of signs.
The council shall by resolution determine and designate the size, shape and character of all official warning, regulatory and direction signs, other than signs the size, shape and character of which have been established by the State Department of Transportation pursuant to the Vehicle Code. The city manager may place and maintain, or cause to be placed and maintained, all official warning and direction signs necessary to the proper control of traffic and all regulatory signs required or authorized by this title or the Vehicle Code. 10.12.020 Failure to post signs.
No provisions of this title for which signs are required shall be enforced against an alleged violator thereof, unless appropriate signs are in place, and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provision. (Ord. 37 § 1, 1987; 1987 Code § 7.12.020)
10.12.030 Authorization of signals.
The council shall by resolution designate what intersections shall be controlled by official traffic-control signals. (Ord. 37 § 1, 1987; 1987 Code § 7.12.030)
10.12.040 Placing of signals.
The city manager shall place, maintain and operate, or cause to be placed, maintained and operated, all official traffic-control signals authorized by the council, as provided in this title. (Ord. 37 § 1, 1987; 1987 Code § 7.12.040)
10.12.050 Traffic-control devices – Hours of operation.
The city manager shall determine the hours and days during which any traffic-control device shall be in operation or be in effect, except in those cases where such hours or days are specified in this title or established by resolution of the council. (Ord. 37 § 1, 1987; 1987 Code § 7.12.050)
10.12.060 City manager may install traffic-control devices.
The city manager may place and maintain such traffic-control devices, in addition to those authorized by other provisions of this title, as he may deem necessary to regulate traffic or to guide or warn traffic, but he shall make such determination only upon the basis of traffic engineering principles and traffic investigations and in accordance with such standards, limitations and rules as may be established by ordinance or resolution of the council. 10.12.070 Obedience to traffic signs and signals.
It is unlawful for any operator of a vehicle or bicycle, or pedestrian, to at any time violate any instruction appearing on any traffic sign or signal or marking placed upon any highway in accordance with the provisions of this title. (Ord. 37 § 1, 1987; 1987 Code § 7.12.070)
10.12.080 Crosswalks.
The city manager shall provide and maintain painted markings or other appropriately devised symbols or warning signs at all crosswalks which have been designated as such by the council, or at such other crosswalks where, in the traffic engineer’s opinion, such symbols or warning signs are necessary. 10.12.090 Traffic markings.
The city manager may place appropriate traffic guidelines dividing highways into the number of traffic lanes that is proper and necessary, and may place such other pavement markings as are necessary to direct vehicular movements in accordance with requirements of this title and the Vehicle Code. 10.12.100 Distinctive roadway markings.
Whenever the State Department of Transportation determines and designates a distinctive roadway marking which shall indicate no driving over such marking, the city manager is authorized to designate, by such marking, those streets or parts of streets where the volume of traffic or the vertical or other curvature of the roadway renders it hazardous to drive on the left side of such marking or signs and markings. Such marking or signs and markings shall have the same effect as similar markings placed by the State Department of Transportation, pursuant to provisions of the Vehicle Code. 10.12.110 Equestrian crossings.
The city manager shall indicate, by appropriate signs of a type approved by the Department of Transportation of the state, those intersections of bridle paths and highways which the council, pursuant to Section 21805 of the Vehicle Code, by resolution has designated as equestrian crossings. 10.12.120 Temporary removal of signals and other facilities – Suspension of regulations.
Whenever, because of the construction, alteration, repair or improvement of any highway, or because of other emergency, compliance with any prohibition of this title, including a prohibition pursuant to any action of the council taken in accordance with this title, will create a traffic hazard and the city manager so finds, he shall either remove or cover up any sign or other traffic marking which informs persons of such prohibition. While such sign or other marking is removed or covered, the effect of such prohibition is suspended. When the need for removal or covering no longer exists, the city manager shall replace or uncover such sign or other marking. (Ord. 37 § 1, 1987; 1987 Code § 7.12.120)
10.12.130 Damaging signs prohibited.
It is a misdemeanor for any person to maliciously tear down, damage, mutilate, deface or destroy any sign, notice or traffic-control device placed upon or along or affixed to or along any city highway or any property, which sign, notice or traffic-control device is intended to indicate or designate any highway or is intended to direct, control or warn operators or travelers. 10.12.140 Permit for school district to maintain portable sign within right-of-way.
The city manager may issue a permit to a school district authorizing such district to maintain within a city right-of-way a portable school crossing sign and/or flasher. Such permit may be issued on the terms and conditions deemed necessary or appropriate by the city manager. Any such permit issued by the city manager shall contain a provision that it may be revoked by the city manager for violation of any of the terms and conditions of such permit. 10.12.150 Obstruction or interference with police or other authorized officers.
A. No person shall interfere with, or obstruct in any way, any police officer or other officer or employee of the city in the performance of their official duty in enforcement of the provisions of this title. The removal, obliteration or concealment of any chalk mark or other distinguishing mark used by any police officer or other employee or officer of the city in connection with the enforcement of parking regulations or this title shall, if done for the purpose of evading the provisions of this title, constitute interference or obstruction for the purposes of this section.
B. Nothing in this section shall be construed as prohibiting or imposing an additional penalty for any act or omission made unlawful by the provisions of Section 148 of the State Penal Code or Section 31 of the State Vehicle Code. (Ord. 52 § 1, 1987; 1987 Code § 7.12.150)
