DIRECTOR OF FINANCE*

1.08.010 Office created.
The office of director of finance of the city of South Gate, California, is hereby established and created.

1.08.020 Powers and duties.
The duties and powers of the office of director of finance are as follows:
A. The director of finance shall be the accounting officer of the city of South Gate, California and shall be in charge of all financial matters under the direction and control of the city manager; and shall maintain records readily reflecting the financial condition of the city.
B. The director of finance shall have those duties imposed on the city clerk under Government Code Sections 37203 through 37208 and 40802 through 40805, and as specified below, and those duties are hereby transferred to the director of finance in accordance with sections 37209 and 40805.5. Those duties are:
1. To countersign warrants;
2. To endorse and administer warrants, demands and orders for funds in the manner prescribed by Government Code Section 37204;
3. To certify payrolls and attendance records of non-departmental employees and officers in the manner prescribed by Government Code Section 37207;
4. To prepare, publish and present to the city council not later than one hundred and twenty days after the close of the fiscal year a summary statement of receipts and disbursements by departments and funds, including opening and closing fund balances in the treasury; and
5. To cause the summary statement to be published in the manner prescribed by Government Code Section 40804 once in a newspaper of general circulation, printed and published in the city of South Gate, California or, if there is no such newspaper, to cause copies of the statement to be posted in three public places designated by ordinance in the city of South Gate as the places for posting public notices.
C. The director of finance shall perform the duties as may be required by the city manager or imposed by state law or by ordinance, resolution or motion of the city council.

1.08.030 Bond required.
Pursuant to the provisions of Section 37209 of the Government Code, the director of finance shall execute a bond before performing the duties of that office, and such bond shall be determined and approved in accordance with the sections relating to official bonds in Chapter 1.20 of this code.
