The department of community development of the city of South Gate is established and created.

1.13.020 Office of director created.

1.13.030 Powers and duties.
The duties and powers of the department of community development shall be to perform the planning functions of the city, to undertake and coordinate community development activities of the city, including applications to the state of California and the United States government for community development funds and grants, to provide staff assistance to the redevelopment agency of the city of South Gate, to provide staff assistance to the housing authority of the city, and to perform such other related functions as may from time to time be designated by the city council or the city’s chief administrative officer.
Whenever the term "department of community development" is used herein, said term shall include all of the duties, powers and responsibilities of the department of planning and director of planning whenever the same may appear in the ordinance codified in this section or any other ordinance of the city of South Gate.

1.13.040 Coordinator of residential, commercial and industrial development permit process.
Pursuant to Government Code Section 15399.51, as amended, the director of community development, or his authorized designate, is designated as the "administrative entity" responsible for the coordination of review and decision-making and the provision of information regarding the status of all applications and permits required by this city for residential, commercial and industrial developments occurring within the city of South Gate.

1.13.040.1 Cost of coordination effort reimbursable.
At the time of initial application of a developer for a permit to construct a residential, commercial or industrial development, the director of community development shall collect from said developer a deposit in an amount as determined by the director of community development to most accurately represent the costs which are directly attributable to performing the function of coordination of review and decision-making and the provision of information regarding the status of the application and permits for the development. The director of community development shall keep a record of the costs directly attributable to such coordination and, prior to the issuance of the final permit, collect from the developer or rebate to the developer any difference between the actual costs and the deposit previously collected.

1.13.040.3 Rules and regulations.
The director of community development, or his authorized designate, is authorized to promulgate such rules and regulations necessary for the coordination of review and decision-making and the provision of information regarding the status of applications and permits for such developments.
