7.1 License required.

It shall be unlawful for any person to operate or use, or to cause or permit to be operated or used, any bicycle propelled wholly or in part by muscular power upon, in, along or across any public street, alley, highway, park or other public place in the city without first obtaining from the director of finance a license so to do. 7.2 Fee and application for license.

Any person required to obtain a license under this chapter shall pay to the director of finance the sum of one dollar and shall at the same time make application upon forms provided by the city, showing the name and address of the applicant, the name of the bicycle, the serial number stamped on the frame thereof and the color of the bicycle, together with such other information as may be required by the director of finance. 7.3 Issuance of license.

Upon receipt of the application and payment of the fee required by the preceding section, the director of finance shall issue to the applicant a receipt for the money paid, a license indicia to be affixed to the bicycle, and a copy of the registration form, collectively to be known as the “license.” (Ord. 7.4 License indicia.

It shall be the duty of the director of finance or any city employee designated by him, upon the issuance of a license indicia, to attach the same to the frame of the bicycle for which it was issued. (Ord. No. 885, § 4; Ord. No. 1983, § 21.)

7.5 Record of licenses.

The director of finance shall keep a record of the date of issuance of each license issued under this chapter, to whom issued and the number thereof. (Ord. No. 885, § 3; Ord. No. 1983, § 21.)

7.6 Replacement of lost, defaced or stolen license indicia.

In the event that any license indicia issued under the terms of this chapter be lost, destroyed, defaced or stolen, the licensee immediately upon the happening of any of the above events shall apply to the director of finance for a replacement thereof. Upon payment of a fee as set and adjusted by resolution of the city council, a new license indicia shall be issued and affixed to the bicycle in the same manner as provided in section 7.4. (Ord. 7.7 Sale or transfer of bicycles.

Every purchaser or transferee of a bicycle licensed hereunder shall apply to the director of finance for a transfer of the license within ten days after such sale or transfer. With such application, there shall be paid a fee as set and adjusted by resolution of the city council to the director of finance who shall correct his records accordingly. (Ord. No. 885, § 5; Ord. 7.8 Removal or alteration of bicycle number, license indicia.

It shall be unlawful for any person wilfully or maliciously to remove, destroy, mutilate or alter the number of any frame of a bicycle registered pursuant to this chapter. It shall be unlawful for any person to remove, destroy, mutilate or alter any license indicia issued pursuant to this chapter. (Ord. No. 885, § 6; Ord. No. 1983, § 21.)

7.9 Reciprocal recognition of licenses of other city or county.

Any valid bicycle license regularly issued by the officials of any city or county in this state shall be recognized as valid in the city in lieu of a South Pasadena bicycle license; provided, that in such city or county there exists and continues to exist an ordinance recognizing as valid in such city or county bicycle licenses issued pursuant to this chapter. 7.10 Compliance required within thirty days of acquisition of bicycle or residence in city.

All persons with unlicensed bicycles moving into the city, and all persons within the city acquiring an unlicensed bicycle, shall within thirty days after their arrival or after the acquisition of such bicycle comply with the terms of this chapter. (Ord. No. 885, § 9.)

7.11 Repealed by Ordinance No. 1983.

7.12 Riding on sidewalks.

It shall be unlawful for any person to ride a bicycle upon any sidewalk in front of any church, school, place of business or place of public assembly.

In all other sidewalk areas, the rider of a bicycle shall give the right of way to pedestrian. (Ord. No. 1106, § 13.03.)

7.13 Parking spaces and racks.

The city manager is hereby authorized to designate and establish bicycle parking spaces for use at such places and during such times as he may deem suitable and necessary. The city manager may also authorize the placing of bicycle parking racks in the spaces so designated.

When official signs or markings restricting parking to “BICYCLES ONLY” are in place, bicycles shall be parked only in such places and it shall be unlawful for any person to park or stand any vehicle other than a bicycle or other two-wheel vehicle in such space. (Ord. No. 1106, § 9.13.)

7.14 Penalty.

The violation of Section 7.1 through 7.10 of this chapter of the South Pasadena City Code shall be punishable by a penalty of a fine not to exceed ten dollars. (Ord. No. 1983, § 23.)
