ARTICLE 1 - CALIFORNIA GREEN BUILDING CODE

813.1.1 ADOPTION OF CALIFORNIA GREEN BUILDING CODE.

Those certain documents in book form entitled "California Green Building Code with Appendices," 2022 Edition, published by the California Building Standards Commission, not less than one (1) copy each of which have been and are now filed in the office of the City Clerk of the City of Torrance, save and except such portions as are hereinafter deleted, modified, or amended by the ordinance codified in this chapter, are hereby adopted by the City Council of the City of Torrance as the Green Building Code and Standards of the City of Torrance.

ARTICLE 2 - AMENDMENTS TO CALIFORNIA GREEN BUILDING CODE

813.2.1 Repealed by O-3909.

813.2.2 SCOPE. [ADMINISTRATIVE]

Section 301.1 of the 2022 Edition of the California Green Building Standards Code is amended to read as follows:

301.1 Scope. Buildings shall be designed to include the green building measures specified as mandatory in this code. Voluntary green building measures are also included in the application checklists and may be included in the design and construction of structures covered by this code, but are not required unless they are adopted by a city or county as specified in Section 101.7.

813.2.3 ADDITIONS AND ALTERATIONS. [ADMINISTRATIVE]

Section 301.1.1 of the 2022 Edition of the California Green Building Standards Code is amended to read as follows:

Section 301.1.1 Additions and Alterations. The mandatory provisions of Chapter 4 shall be applied to additions or alterations of existing residential buildings. Code sections relevant to additions and alterations shall only apply to the portions of the building being added or altered within the scope of the permitted work.

The mandatory provisions of Section 4.106.4.2 may apply to additions or alterations of existing parking facilities or the addition of new parking facilities serving existing multifamily buildings. See Section 4.106.4.3 for application.

NOTE: Repairs including, but not limited to, resurfacing, restriping, and repairing or maintaining existing lighting fixtures are not considered alterations for the purpose of this section.

NOTE: On and after January 1, 2014, residential buildings undergoing permitted alterations, additions or improvements shall replace noncompliant plumbing fixtures with water-conserving plumbing fixtures. Plumbing fixture replacement is required prior to issuance of a certificate of final completion, certificate of occupancy or final permit approval by the local building department. See Civil Code Section 1101.1, et seq., for the definition of a noncompliant plumbing fixture, types of residential buildings affected and other important enactment dates.

813.2.4 EXCAVATED SOIL AND LAND CLEARING DEBRIS. [ADMINISTRATIVE]

Section 5.408.3 of the 2022 Edition of the California Green Building Standards Code is amended to read as follows:

5.408.3 Excavated Soil and Land Clearing Debris. 100 percent of trees, stumps, rocks and associated vegetation and soils resulting primarily from land clearing shall be reused or recycled. For a phased project, such material may be stockpiled on site until the storage site is developed.

Exception: Reuse, either on- or off-site, of vegetation or soil contaminated by disease or pest infestation.

Notes:

1.    If contamination by disease or pest infestation is suspected, contact the County Agricultural Commissioner and follow its direction for recycling or disposal of the material.

3.    Contaminated soil shall not be reused and shall be disposed of or remediated in accordance with relevant regulations.
