Article 1. Creation and Functions

2-3-101 Established.

There is hereby established a Fire Department.

2-3-102 Functions.

The functions of the Fire Department shall include the following:

(a)  To protect life and property by preventing and eliminating fire hazards and by controlling and extinguishing fires;

(b)  To enforce laws and ordinances relating to the prevention and extinguishing of fires and the handling of potentially dangerous combustibles and explosives and to investigate and report to the Police Department in all cases where there is reason to believe that any fire is the result of a crime or that a crime has been committed in connection therewith;

(c)  To maintain in efficient operable condition those fire fighting and fire prevention systems and facilities assigned to the Fire Department;

(d)  To recruit and train such volunteer and auxiliary personnel as may reasonably be required to augment the regular Fire Department manpower; and

(e)  To perform such other duties as the City Manager may direct.

Article 2. Organization and Direction

2-3-201 Fire Chief.

There shall be a Fire Chief, appointed by the City Manager and subject to his general administrative direction. The Fire Chief, subject to the approval of the City Manager, shall organize and maintain such divisions in the Fire Department as in his judgment the operations may require and shall be responsible for the direction and control of all functions assigned to the Fire Department.

2-3-202 Acting Fire Chief.

In the absence or disability of the Fire Chief, the on-duty shift Commander (Captain) shall perform the duties and exercise the powers of the Fire Chief. The City Manager may designate any other officer of the City as Acting Fire Chief at his discretion.
