§2590 REFUSAL TO PAY FARE UNLAWFUL
It shall be unlawful for any person to refuse to pay the legal fare or rate for the hiring of any of the vehicles mentioned in this Chapter after having hired the same, and any person who shall hire any vehicle herein defined with the intent to defraud the person from whom it is hired shall be guilty of a misdemeanor. §2591 COUNCIL MAY REVOKE PERMITS OR LICENSES

§2592 VEHICLES TO BE OPERATED BY OWNER, EMPLOYEE OR SUBCONTRACTOR
No vehicle as described in this Chapter for which the City has issued a permit shall be operated by anyone but the owner thereof, any employee of the owner or a person who has contracted with the owner to operate the vehicle; provided, that if the owner contracts or leases the vehicle for a use regulated by this Chapter:
A. The contractor or lessee must have been issued a driver’s badge as required by §2580.
B. The contractor or lessee must be included as an insured under the owner’s insurance policies required under this Chapter.
C. The contract or lease must obligate the contractor or lessor to comply with all applicable provisions of this Chapter.
D. The owner’s permit can be revoked or suspended if the contractor or lessee violates any provision of this Chapter. (Ord. 395, §6.05, adopted 1947; amd. by Ord. 934, §1, adopted 1993)
§2593 WILDCATTING ILLEGAL
It shall be unlawful for the driver of any taxicab, automobile for hire or other vehicle for the use of which a charge or fee is made, and for the operation of which a permit and license has not been obtained from the City as required by this Chapter, to solicit or to in any way accept passengers for hire, or pick up persons within the City or otherwise operate within the limits of said City, other than to deliver any passengers obtained outside of the City, to their destination. §2594 PENALTY FOR VIOLATING CHAPTER
Any person violating any of the provisions of this Chapter shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punishable by fine not to exceed one thousand dollars ($1,000.00) or by imprisonment in the County jail for a period not exceeding six (6) months, or both such fine and imprisonment, and upon conviction the permit or badge granted under this Chapter to such person shall be automatically revoked.
