§7000 DEFINITIONS OF WORDS AND PHRASES

The following words and phrases contained in this Article when used in this Chapter shall, for the purpose of this Chapter, have the meanings respectively ascribed to them in this Article. (Ord. 553, §1, adopted 1963)

§7001 VEHICLE CODE DEFINITIONS TO BE USED

When any words or phrases used in this Chapter are not defined herein, but are defined in the Vehicle Code of the State of California and amendments thereto, such definitions shall apply. (Ord. 553, §1, adopted 1963)

§7002 "BICYCLE" DEFINED

"Bicycle" means a light vehicle without a motor, having two (2) wheels, handlebars and a seat or seats and propelled by the operator. (Ord. 553, §1, adopted 1963)

§7003 "CENTRAL TRAFFIC DISTRICT" DEFINED

"Central traffic district" means all streets and portions of streets within the area described as follows:

All that area bounded on the west by a line six hundred feet (600’) west of and parallel with State Street; on the north by the north city limits of the Railroad Co. main line railroad tracks; on the south by the south city limits of the City. (Ord. 553, §1, adopted 1963)

§7004 "COACH" DEFINED

"Coach" means any motor bus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers. (Ord. 553, §1, adopted 1963)

§7005 "COUNCIL" DEFINED

"Council" means the Council of the City. (Ord. 553, §1, adopted 1963)

§7006 "CURB" DEFINED

"Curb" means the lateral boundary of the roadway whether such curb be marked by curbing construction or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights of way of public utility companies. (Ord. 553, §1, adopted 1963)

§7007 "DIVISIONAL ISLAND" DEFINED

"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic. (Ord. 553, §1, adopted 1963)

§7008 "HOLIDAYS" DEFINED

Within the meaning of this Chapter, "holidays" are New Year’s Day (January 1), Martin Luther King, Jr. Day (third Monday in January), Judicial Day (February 12), Washington’s Day (third Monday in February), Memorial Day (last Monday in May), Independence Day (July 4), Labor Day (first Monday in September), Admissions Day (September 9), Columbus Day (second Monday in October), Veterans Day (November 11), Thanksgiving Day (fourth Thursday in November), and Christmas Day (December 25). If any of the holidays fall upon a Saturday, the Friday preceding is a holiday; if any of the holidays fall on a Sunday, the Monday following is a holiday. §7009 "LOADING ZONE" DEFINED

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 553, §1, adopted 1963)

§7010 "OFFICIAL TIME" STANDARD

Whenever certain hours are named herein, they shall mean standard time or daylight-saving time as may be in current use in this City. (Ord. 553, §1, adopted 1963)

§7011 "PARK" DEFINED

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials. (Ord. 553, §1, adopted 1963)

§7012 "PARKWAY" DEFINED

"Parkway" means that portion of a street other than a roadway or as a sidewalk. (Ord. 553, §1, adopted 1963)

§7013 "PARKING METER" DEFINED

"Parking meter" means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time of occupancy of such parking meter space by any vehicle. (Ord. 553, §1, adopted 1963)

§7014 "PASSENGER LOADING ZONE" DEFINED

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 553, §1, adopted 1963)

§7015 "PEDESTRIAN" DEFINED

"Pedestrian" means any person afoot. (Ord. 553, §1, adopted 1963)

§7016 "POLICE OFFICER" DEFINED

"Police officer" means every member of the Police Department of the City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Ord. 553, §1, adopted 1963)

§7017 "STOP" DEFINED

"Stop", when required, means complete cessation of movement. (Ord. 553, §1, adopted 1963)

§7018 "STOP OR STAND" DEFINED

"Stop or stand", when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device. (Ord. 553, §1, adopted 1963)

§7019 "VEHICLE CODE" DEFINED

"Vehicle Code" means the Vehicle Code of the State of California. (Ord. 553, §1, adopted 1963)

This Chapter is based upon the model Uniform Traffic Ordinance for California Cities issued in August,1960, by the League of California Cities. A former City ordinance regulating traffic and streets, Ord. 506, adopted March, 1956, was repealed at the adoption of this Chapter.

State law authority for cities to adopt rules and regulations of traffic and streets may be found in Division 11, California Vehicle Code, also Constitution Article 11, Section 11.
