10.04.010 State provisions adopted.
Whenever any words or phrases used in this title are not defined in this chapter but are now defined in the Vehicle Code of the state, such definitions are incorporated in this chapter and shall be deemed to apply to such words and phrases used in this chapter as though set forth in full. 10.04.020 Generally.
The words and phrases used in this title shall have the meanings respectively ascribed to them in this chapter. (Prior code §13.2(part)).
10.04.030 Alley.
“Alley” means any unnamed street, or any street designated as an alley in its name, having thirty feet or less between property lines. (Prior code §13.2(part)).
10.04.040 Central traffic district.
“Central traffic district” means all streets and portions of streets within the area, and designated as the central traffic district by resolution of the city council. (Prior code §13.2(part)).
10.04.050 Crosswalk.
“Crosswalk” means that portion of a roadway ordinarily included within the prolongation or connection of the boundary lines of sidewalks at right angles, except the prolongation of any such lines from an alley across a street, and that portion of a roadway distinctly indicated for pedestrian crossing by lines or other markings on the surface. 10.04.060 Emergency vehicles, authorized.
“Emergency vehicles, authorized” means the following vehicles: those vehicles owned or operated as specified and defined and by Sections 120 to 215 of the Vehicle Code of the state. (Prior code §13.2(part)).
10.04.070 Holidays.
“Holidays” means all days so designated by resolution of the city council. (Prior code §13.2(part)).
10.04.080 Loading zone.
“Loading zone” means a space adjacent to a curb, reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials, and plainly marked by signs or painting the street or side of a building. (Prior code §13.2(part)).
10.04.090 Official parking permit.
“Official parking permit” means a permit so designated and issued and signed by the designated officer of the city. (Prior code §13.2 (part)).
10.04.100 Official time standard.
“Official time standard,” whenever hours are specified in this title, means standard or daylight saving time, whichever may be in use in the city. (Prior code §13.2(part)).
10.04.110 Park.
“Park” means to stand or leave standing any vehicle, whether occupied or not, other than for the temporary purpose of, and while actually engaged in loading or unloading passengers or materials. (Prior code §13.2(part)).
10.04.120 Parking meter district.
“Parking meter district” means all streets and portions of streets within the areas described as the parking meter districts in Chapter 10.24, and designated as parking meter districts. (Prior code §13.2(part)).
10.04.130 Parkway.
“Parkway” means that portion of the street right-of-way other than the roadway, curb, gutter and sidewalks. (Prior code §13.2(part)).
10.04.140 Passenger vehicle.
“Passenger vehicle” means a vehicle principally used for the transportation of persons. (Prior code §13.2(part)).
10.04.150 Pedestrian.
“Pedestrian” means any person on foot. (Prior code §13.2(part)).
10.04.160 Permit.
“Permit” means a document authorizing a specific action or practice. Such permits shall be issued by the city, following written application made thereto by an applicant. Such permit shall be issued only after the police chief, city administrator, or the council, as indicated in this title, has authorized the collections and permits division to do so. 10.04.170 Police officer.
“Police officer” means every officer of the police department of this city, or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Prior code §13.2(part)).
10.04.175 Restricted parking.
“Restricted parking” means all public streets and portions of streets as may from time to time be designated by resolution by the city council as no-parking during certain hours, or parking restricted to residents and guests during certain hours or restricted parking as in some other manner designated by council resolution. (Ord. 1265 §1(part), 1985).
10.04.180 Safety zone.
“Safety zone” means the area or space lawfully set apart within a street for the exclusive use of pedestrians and which is protected, or which is marked or indicated by vertical signs, raised markers or raised buttons, in order to make such area or space plainly visible at all times while the same is set apart as a safety zone. 10.04.190 Stand.
“Stand” means to stop and occupy a space with a motionless vehicle, regardless of the occupancy of the vehicle, except to avoid conflict with other traffic, or in obedience to a traffic regulation. (Prior code §13.2(part)).
10.04.200 Stop.
“Stop” means complete cessation of motion of a vehicle. (Prior code §13.2(part)).
10.04.210 Street.
“Street” means a way or place, of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. (Prior code §13.2(part)).
10.04.220 Through street.
“Through street” means a street or portion thereof at the entrance to which vehicular traffic from intersecting streets is required by law to stop before entering or crossing the same, and when stop signs are erected as provided in this title. (Prior code §13.2 (part)).
10.04.230 Traffic.
“Traffic” means ridden, driven or herded animals, vehicles, streetcars and other conveyances, singly or together, while using any street or alley for travel. (Prior code §13.2(part)).
10.04.240 Traffic-control device.
“Traffic-control device” means all signs, signals, parking meters, markings, lights, barriers, pointers or other devices installed or used by a public body or official having jurisdiction, and hand or voice signals of authorized persons, for the purpose of regulating, warning or guiding traffic. 10.04.250 Traffic regulations.
“Traffic regulations” means California statutes, city ordinances and resolutions and the evident intent of any official traffic-control device, pertaining to traffic in the city. (Prior code §13.2 (part)).
10.04.260 Traffic signal.
“Traffic signal” means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed. (Prior code §13.2(part)).
10.04.270 Vehicle.
“Vehicle” means a device, in or upon or by which any person or property is or may be propelled, moved or drawn upon a street or alley, excepting a device moved by human power or used exclusively upon stationary rails or tracks. (Prior code §13.2(part)).
