10.20.010 State provisions controlling.
The provisions of this chapter imposing a time limit on standing or parking of vehicles shall not release any person from the duty to observe other and more restrictive provisions of the Vehicle Code of the state or the ordinances of this city, prohibiting or limiting the standing or parking of vehicles on specified places or at specified times. 10.20.020 Prohibited areas.
A person shall not stop, stand or park a vehicle:
A. Except a licensed taxicab, in a taxicab stand;
B. Except a passenger bus or licensed jitney in a bus stop zone;
C. On any street, alley or parkway:
1. For the principal purpose of:
a. Displaying such vehicle for sale, or
b. Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency.
2. Unattended, when upon any grade exceeding three percent, without blocking the wheels of the vehicle by turning them against the curb, or by other means, and turning off the motor, setting the emergency brake and engaging the gears adversely to grade;
D. On any off-street public property unless a traffic-control device indicates that such action is permitted, and then only in accordance with directions of such traffic-control device;
E. In any red zone, except as otherwise provided in this title, including, but not limited to, a bus engaged as a common carrier, which may stop in a red zone marked or sign posted as a bus loading zone;
F. In any loading zone, except for the purpose of loading or unloading passengers or materials, when signs are in place giving notice thereof;
G. In any alley except while in the process of loading or unloading persons or materials in the alley but in no case longer than posted time limits as specified by resolution;
H. In any limited-time parking space for a number of consecutive minutes greater than the number of minutes legally permitted;
I. In any angle parking space so that one front wheel does not rest against the curb;
J. In such a manner that any part thereof extends outside of or beyond the designated parking space, or in any space where parking is restricted to certain kinds of vehicles, such as “official city vehicles” or “police vehicles only,” when signs or markings giving adequate notice of the restrictions have been placed;
K. In any parallel or unmarked parking space so that either of the two wheels on the side of vehicle nearest the curb is more than 18 inches from the curb;
L. Which is not self-propelled or any piece of construction equipment;
M. In the central traffic district, when authorized signs are in place, between the hours of four a.m. and six a.m., to permit the unobstructed use of the streets by the Department of Public Works personnel engaged in the duties of sweeping the streets;
N. Any commercial vehicle having a manufacturer’s gross vehicle weight rating of 10,000 pounds or more on any street within 600 feet radius of any occupied dwelling, unless a special temporary parking permit has been obtained from the Police Department. This prohibition on the stopping, standing or parking of commercial vehicles in residential districts shall not be effective with respect to any commercial vehicle making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on such restricted streets for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained; vehicles found to be in violation may be towed at the owner’s expense;
O. In any restricted parking zone, without a permit issued by the Chief of Police or the Chief’s designee, authorizing such parking, during the hours of restriction posted on any traffic control device;
P. Except as otherwise provided in this title, in any pedestrian crosswalk whether marked or unmarked, or into any traffic lane, or which obstructs traffic, or on any sidewalk, or in front of any driveway, or on the roadway side of any vehicle stopped, parked, or standing at the curb or edge of a highway, or in front of that portion of a curb which has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk. The foregoing notwithstanding, parking on a portion of a sidewalk is permitted under the following conditions:
1. Such parking shall be limited to sidewalks on streets designated by resolution of the City Council;
2. Vehicles shall be parked parallel to the street and sidewalk;
3. There shall remain not less than 36 inches of unobstructed sidewalk width; and
4. Vehicles shall not impair safe sight distances for other motorists.
Q. In any stall or space designated for disabled persons or disabled veterans, unless the vehicle displays either a distinguishing license plate or a placard issued pursuant to the Vehicle Code of this or any other state;
R. Which obstructs, blocks, or otherwise bars access to those parking stalls or spaces designated for disabled persons or disabled veterans;
S. Which is six feet or more in height (including any load thereon) within 100 feet of any intersection, during all or certain hours of the day, when signs or markings giving adequate notice thereof have been placed;
T. On certain streets or portions thereof during all or certain hours of the day when signs or marking giving adequate notice thereof have been placed;
U. In any preferential or restricted parking area which requires a permit, while displaying a permit which has been tampered with, or which has been reported as lost or stolen, or which the vehicle is not authorized to use;
V. Within an intersection or along the curved portion of the curb or roadway edge of any corner of an intersection;
W. In all areas, other than the central traffic district, where parking is prohibited for street cleaning purposes, when authorized signs are in place giving notice thereof;
X. Stop, stand or park a vehicle, cart, trailer, stand or other device on any street, alley, parkway or sidewalk for the purpose of distributing or selling food, services or merchandise within 300 feet of the property line of any public or private school. This restriction on the distribution and sale shall commence 30 minutes before classes convene and continue until 30 minutes after classes end. This restriction shall not apply on days when school is not in session.
Y. Any commercial vehicle having a manufacturer’s gross vehicle weight rating of 10,000 pounds or more on any street within 500 feet of any occupied dwelling between the hours of 10:00 p.m. and 6:00 a.m. while the vehicle’s engine, refrigerator motor of any other kind is operating, running, idling, or is on.
Z. In a space or stall in an off-street parking facility owned or operated by the city designated for the exclusive purpose of charging and parking a vehicle for electric charging purposes, which is posted in accordance with Vehicle Code Section 22511, as may be amended or renumbered from time to time, nor shall any person connect any device, item, equipment, or thing to an electric charger located at such space or stall other than a vehicle, as defined herein. As used in this subsection Z:
1. A “vehicle” means a plug-in electric vehicle, including an electric vehicle (“EV”) and a plug-in hybrid electric vehicle (“PHEV”); and
2. An “EV” means a motor vehicle exclusively powered by an electric propulsion system; and
3. A “PHEV” means a motor vehicle primarily powered by an electric propulsion system and secondarily by an internal combustion system, which powers the electric propulsion system when the on-board source of electricity is depleted or discharged. 10.20.030 Zone marking conformance.
Every vehicle parked on streets and portions of streets shall be parked in accordance with zones marked. (Prior code §13.37).
10.20.040 Direction of parking.
All vehicles parked on streets or portions of streets, other than the streets or portions of streets where angle parking is permitted, shall be parked parallel with the streets and shall be faced in the direction in which traffic is permitted to travel on the side of the street where parked. (Prior code §13.38).
10.20.050 Emerging from alley or driveway.
The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk area extending across any alley or street. (Prior code §13.39).
