10.28.010 Taxi stand – Established.

Taxi stands shall be authorized and established by resolution of the city council. (Prior code §13.58).

10.28.020 Taxi stand – Marking.

Taxi stands and bus zones shall be indicated by red or white paint on the tops of all curbs within such zones and shall be marked or signed “Taxi” or “Bus Zone” respectively. (Prior code §13.59).

10.28.030 Curb markings designated.

Curb marking shall have the following meanings:

A. Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code of the state and except that a bus or jitney may stop in a red zone marked or signed as a bus zone.

B. Yellow means no stopping, standing or parking at any time between eight a.m. and ten p.m., unless otherwise posted by signs, pavement or curb markings, for any reason other than the loading of passengers or materials; provided, that the loading or unloading of materials shall consume no more than twenty minutes.

C. White means no stopping, standing or parking at any time of any day, for any purpose other than loading or unloading of passengers, which shall not exceed three minutes, except that licensed taxicabs may park or stand in a designated taxi stand longer than three minutes.

D. Green means no stopping, standing or parking for more than time specified on curb marking or signs posted.

E. Blue means parking spaces designated for the exclusive use of vehicles which display a distinguishing license plate or a placard issued pursuant to Sections 22511.5 and 9105 of the 1976 state of California Vehicle Code. (Ord. 936 (part), 1977; prior code §13.60).

10.28.040 Handicapped parking in municipal parking lots.

A. The provisions of Section 22507.8 of the Vehicle Code of the state shall be applicable to all off-street parking lots and facilities owned or operated by the city if, immediately adjacent to and visible from each stall or space designated for disabled persons or disabled veterans in said lots and facilities, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background and by either of the following markings:

1. By outlining or painting the stall or space in blue and outlining on the ground in the stall or space in white or suitable contrasting color a profile view depicting a wheelchair with occupant; or

2. By outlining a profile view of a wheelchair with occupant in white on a blue background, of the same dimensions as in subdivision (1) of subsection (A) of this section. The profile view shall be located so that it is visible to a traffic enforcement officer when a vehicle is properly parked in the stall or space.

B. It is unlawful to stop, stand or park a vehicle in a stall or space designated for disabled persons or disabled veterans in accordance with this section unless the vehicle occupying such stall or space displays either one of the distinguishing license plates or a placard issued pursuant to Section 22511.5 of the Vehicle Code of the state. 10.28.050 Private streets and parking lot traffic regulations.

The city council finds and declares that certain privately owned and maintained streets, off-street parking lots and facilities, as said parking lots and facilities are described in a resolution passed by the council, and amendments from time to time made thereto, located within the city, are generally held open for use of the public for purposes of vehicular traffic and parking. Upon the effective date of the ordinance codified in this chapter and pursuant to Sections 21107.5 and 21107.8 of the California Vehicle Code, all provisions of the Vehicle Code of the state and all sections of this chapter shall apply to such privately owned and maintained streets and Sections 22350, 23103, 23109 and Division 16.5 of the Vehicle Code of the state shall apply to off-street parking lots and facilities when the owner or operator, as required by the Vehicle Code, has caused to be posted in a conspicuous place at each entrance to such off-street parking lot or facility a notice not less than seventeen inches by twenty-two inches in size with lettering not less than one inch in height to the effect that such off-street parking lot or facility is subject to public traffic regulations and control. 10.28.060 Loading material applicability.

Permission granted to stop or stand a vehicle for purpose of loading or unloading of materials shall apply only to commercial deliveries, express and parcel post packages and United States mail. (Prior code §13.61).

10.28.070 Loading passenger applicability.

Permission granted to stop and park for the purpose of loading passengers shall include personal baggage thereof. (Prior code §13.62).

10.28.080 Bus zone dimensions and location.

No bus zone shall exceed fifty feet in length, except that when evidence has been presented to the public works director showing the necessity therefor, the director may direct extension of a bus zone to a maximum length of eighty feet. A bus zone shall not be established opposite and to the right of a safety zone. Bus zones shall be established at those locations specified by the public works director.
