10.36.010 Crosswalk – Establishment.
The traffic engineer shall establish, and designate crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the street as follows:
A. Crosswalks shall be established and maintained at all intersections within the central traffic district and at such intersections outside such district, and at other places within or outside such district where the traffic engineer determines that there is particular hazard to pedestrians crossing the roadway subject to the limitation contained in subsection B of this section.
B. Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than four hundred twenty-five feet in length (property line to property line measurement). Elsewhere not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at midblock, providing that midblock crosswalks may be established in front of or on any side street of a school, if the traffic engineer has determined the necessity thereof for the safety of school children. 10.36.020 Crosswalk – Use required.
No pedestrian shall cross a street other than by a crosswalk in any business district. (Ord. 1246 §1(part), 1985: prior code §13.64).
10.36.030 Playing in street or crosswalk prohibited.
No person shall play in any public street or crosswalk. (0rd. 1246 §1(part), 1985: prior code §13.69).
10.36.040 Pedestrians disregarding signals.
Unless otherwise directed by a pedestrian control signal as provided in the California Vehicle Code, a pedestrian facing a steady circular red or red arrow signal shall not enter the roadway. (Ord. 1246 §1(part), 1985).
10.36.041 Pedestrians violating “Walk – Wait.”
Whenever a pedestrian control signal showing the words “Walk” or “Wait” or “Don’t Walk” or other approved symbol is in place, the signal shall indicate as follows:
A. “Walk” or Approved “Walking Person” Symbol. A pedestrian facing the signal may proceed across the roadways in the direction of the signal, but shall yield the right-of-way to vehicles lawfully within the intersection at the time that signal is first shown.
B. Flashing or Steady “Don’t Walk” or “Wait” or Approved “Upraised Hand” Symbol. No pedestrian shall start to cross the roadway in the direction of the signal, but any pedestrian who has partially completed crossing shall proceed to a sidewalk or safety zone or otherwise leave the roadway while the “Wait” or “Don’t Walk” or approved “Upraised Hand” Symbol is showing. 10.36.042 Pedestrians failure to obey signal.
It is unlawful for any pedestrian to fail to obey any sign or signal erected or maintained to indicate or carry out the provisions of the California Vehicle Code or any local traffic ordinance as resolution adopted pursuant to a local traffic ordinance. (Ord. 1246 §1(part), 1985).
10.36.043 Pedestrians failure to obey traffic officer/Police officer directions.
Any pedestrian shall obey the instructions of any official traffic signal applicable to him and placed as provided by law, unless otherwise directed by a police officer or traffic officer or when it is necessary for the purpose of avoiding a collision or in case of other emergency. (Ord. 1246 §1(part), 1985).
10.36.044 Pedestrians leaving curb.
No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close as to constitute an immediate hazard. No pedestrian shall unnecessarily stop or delay traffic while in a marked or unmarked crosswalk. (Ord. 1246 §1(part), 1985).
10.36.045 Pedestrians to yield right-of-way when not in crosswalk.
Every pedestrian upon a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway so near as to constitute an immediate hazard. (Ord. 1246 §1(part), 1985).
10.36.046 Pedestrians not in crosswalk.
Between adjacent intersections controlled by traffic control signal devices or by police officers, pedestrians shall not cross the roadway at any place except in a crosswalk. (Ord. 1246 §1(part), 1985).
10.36.047 Pedestrians using roadway when facility is available.
No pedestrian shall walk, run, or jog on the roadway when there is an adjacent adequate facility. If there is no pedestrian facility available, the pedestrian shall walk, run, or jog upon the roadway edge that is close to his left hand. (Ord. 1246 §1(part), 1985).
10.36.048 Pedestrians in bicycle lane.
No pedestrian shall proceed along a bicycle path or lane where there is an adjacent adequate pedestrian facility. (Ord. 1246 §1(part), 1985).
10.36.049 Standing in roadway for purpose of hitch-hiking.
No person shall stand in a roadway for the purpose of soliciting a ride from the driver of any vehicle. (Ord. 1246 §1(part), 1985).
