Article 2. Public Parking Lots
4-4.200 Establishment of public off-street parking lots.
The off-street parking lots, or portions thereof, are established as time-limited parking lots and shall be governed by the provisions of this Code. Such parking lots shall be designated by number and shall be located as shown upon a map of the City designated as “Off-Street Parking Lot Map, City of Watsonville,” which map shall be adopted by the Council, by resolution, and filed with the City Clerk.
The map and all amendments thereto and markings thereon are incorporated in this chapter by reference and made a part of this chapter as though set forth in this chapter in full.

4-4.201 Establishment of time limits.
The Council, by resolution, shall establish the parking time limits for the various off-street parking lots.

4-4.202 Hours during which time limits shall be effective.
Except for Municipal Parking Lot 14, the provisions of this chapter relating to parking time limits shall be effective between the hours of 8:00 a.m. and 8:00 p.m. every day except Sundays and holidays. As to Lot 14, the provision shall be effective between the hours of 8:00 a.m. and 6:00 p.m. every day except Sundays and holidays.

4-4.203 Unlawful to park longer than time limit.
It shall be unlawful for any operator of any vehicle to permit the vehicle to be parked in any parking space within a parking lot for a period longer than the established parking time limit for the parking lot. Violation of this section shall be an infraction, with a penalty of a minimum fine, as set by resolution of the Council from time to time.

4-4.204 Leaving vehicles parked after the receipt of overtime parking citations.
It shall be unlawful for any operator of any motor vehicle to permit such vehicle to remain parked in the same parking lot after the receipt of a violation citation for exceeding the parking time limit. Violations of this section shall incur only after the passage of the succeeding parking time limit of the lot, as recorded by the preceding violation citation. The penalty for the violation of this section shall be an infraction, with a minimum fine, as set by resolution of the Council from time to time.

4-4.205 Unlawful to extend time limits by moving vehicles.
It shall be unlawful for any operator of any vehicle to permit the vehicle to be moved from one parking space to another within a parking lot at any time and in such a manner that the vehicle remains in the parking lot for a period of time in excess of the parking time limits for the parking lot. The penalty for the violation of this section shall be an infraction, with a minimum fine, as set by resolution of the Council from time to time.

4-4.206 Unlawful to extend time limits by removing vehicles from parking lots.
It shall be unlawful for any operator of any motor vehicle to permit the vehicle to be removed from a parking lot, and immediately return to the same lot thereafter, for the purpose of avoiding the time limitations of the parking lot, as established by Section 4-4.203 or for the purpose of evading the prohibition against extending the time in the manner provided in Section 4-4.205. The penalty for the violation of this section shall be an infraction, with a minimum fine, as set by resolution of the Council from time to time.

4-4.207 Unlawful to remove tire markings.
It shall be unlawful for any operator of any motor vehicle or any person to remove, or permit the removal of any tire marking, or other marking or device affixed to the motor vehicle in connection with the enforcement of established parking time limits, so as to avoid or impair the enforcement of the provisions of this Code. Violation of this section shall be an infraction, with a penalty of a minimum fine, as set by resolution of the Council from time to time.

4-4.208 Unlawful to park outside of marked space.
The City Traffic Engineer is authorized to install and maintain parking space markings to indicate parking spaces in off-street parking lots where authorized parking is permitted. When such parking space markings are placed on the surface of the lot, subject to other or more restrictive limitations, no vehicle shall be stopped, left standing, or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible. Violation of this section shall be an infraction, with a penalty of a minimum fine, as set by resolution of the Council from time to time.

4-4.209 Permit parking: Regulations.
It shall be unlawful for any operator of any vehicle to park or permit to be parked any vehicle within a time-restricted public parking lot, owned, operated or leased by the City, beyond the specified limit without such vehicle having a valid City parking permit prominently displayed. Violation of this section shall be an infraction, with a penalty of a minimum fine, as set by resolution of the Council from time to time.

4-4.210 Use of public parking lots for storage of vehicles prohibited.
It shall be unlawful for any person who owns or has the possession, custody or control of any vehicle to park such vehicle upon any public parking lot for the principal purpose of the storage of the vehicle thereon.

4-4.211 Parking for demonstration purposes prohibited.
It shall be unlawful for any person who owns or has the possession, custody, or control of any vehicle to park such vehicle upon an Off-street Public Parking Facility (as that term is defined in section 4000 of the California Vehicle Code), for the principal purpose of advertising or displaying such vehicle for sale, unless authorized by resolution of the Council.

4-4.212 Repairing or greasing vehicles prohibited.
It shall be unlawful for any person who owns or has the possession, custody, or control of any vehicle to construct, or cause to be constructed, repair, or cause to be repaired, grease, or cause to be greased, or dismantle, or cause to be dismantled, any vehicle, or any part thereof, upon any public parking lot in the City. Temporary emergency repairs may be made upon a public parking lot.
