No person shall place or maintain a box or other receptacle for the delivery of mail or other papers within the public right-of-way in any area where curbs, gutters, or sidewalks have been or shall be constructed; provided, however, upon a finding of need or hardship in the interests of the health, safety, and welfare, the Council, by resolution, may permit the placement of mailboxes within the public right-of-way as an interim measure.
