It is determined upon the basis of an engineering and traffic survey that a speed greater than twenty-five (25) miles per hour would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon the portions of Railroad Avenue hereinafter designated in this section, and it is declared that the prima facie speed limit shall be as hereinafter set forth on those portions of Railroad Avenue hereinafter designated in this section when appropriate signs are erected on said streets:
