2-08-010 Regular and special meetings.

A.    The regular meetings of the city council shall be held in the Municipal Center at 15320 Broadway, Harvey, Illinois, on the second and fourth Monday of each and every calendar month during the year. The meeting shall commence at seven p.m. unless the meeting time is changed by vote of the city council. If any Monday as herein mentioned occurs on a day which is generally observed as a legal holiday by the people of the state, the regular meeting shall be held on the next Tuesday at the same place and hour. For purposes of this section, “legal holidays” include Martin Luther King’s birthday, Memorial Day, Fourth of July, Labor Day, Christmas and New Year’s Day.

B.    Special meetings may be held in accordance with the terms of this section. Special meetings may be called by the mayor or on the call of such number of aldermen as may be authorized by law to call such special meetings. Special meetings shall be held in the council chamber in the city hall. Every call for a special meeting shall be in writing and shall be duly signed by the mayor or by the aldermen calling such special meeting, as the case may be, and shall be filed with the clerk not less than three days prior to the date of the proposed special meeting. Upon receipt of the call for the meeting, the city clerk shall notify the aldermen and mayor of the date, time and purpose of the special meeting not less than forty-eight (48) hours in advance of the time set for the meeting and shall notify the public in accordance with the requirements of the Open Meetings Act. Every such call shall specify the purpose or purposes for which any such special meeting is called and the business at such special meeting shall be limited to such specified purpose or purposes. 2-08-020 Standing committees.

The city council may, from time to time, establish standing committees of the council and designate the business to be considered by such committees. The city council shall also designate from among its members those persons who shall be entitled to sit on standing committees and may change committee assignments from time to time by vote of the city council as may be deemed appropriate for the conduct of city business. 2-08-030 Committee meetings—Notice required.

Committees of the city council may meet from time to time at the call of the chairman of the committee or may establish, by vote of the committee, a regular committee meeting date. The Chairman of the committee shall notify the city clerk of the time and date of any such committee meetings, regardless of the manner in which the meeting date is established, not less than forty-eight (48) hours in advance of the committee meetings. In the event that the committee adopts a regular meeting date and time, notification to the clerk of the regular meeting schedule on an annual basis shall be deemed sufficient compliance with this section. The city clerk shall post notice of the meetings in accordance with the Open Meetings Act. All committee meetings of the city council shall be open to the public, unless closed in accordance with the applicable state laws with regard to proper purposes for closed meetings. In the event that the attendance of any department any purpose, notification of such request shall be transmitted to the mayor’s administrative officer not less than twenty-four (24) hours prior to the meeting. 2-08-040 Records of committee meetings.

Each committee of the city council shall keep records of its committee meetings reflecting the business conducted before the meeting and any vote taken with respect to matters coming before the committee. Such records shall be maintained by the committee chairman as public records of the city. Copies of any committee reports, together with the record of any committee votes, shall be transmitted to the city clerk periodically for purposes of recordkeeping. Members of the committee shall be entitled to review the records of the committee upon request In the event that the council votes to reassign committee chairmanships, the outgoing chairman of the committee shall surrender to the new chairman all records pertaining to the conduct of the committee business within three business days. In the event that the city council determines to dispense with any particular committee, the official records of the committee shall be turned over to the city clerk. (Ord. 2910 § 1 (part), 1995)

2-08-050 Furnishing of information to the public.

Records reflecting the business conducted before the committee, as well as the record of any votes taken by the committee, shall be made available to the public upon request in accordance with the Freedom of Information Act. This section shall not require that the minutes of any closed session held pursuant to the applicable Open Meetings Act provisions permitting such closed sessions be made public. No committee shall be required to disclose information which is exempt from disclosure under the Freedom of Information Act Fees for the duplication of any such record may be charged in accordance with the standard rate established by the city for the duplication of records and shall be paid to the city comptroller. 2-08-060 Requests by aldermen for information from city staff.

Any alderman may request information from city staff with respect to the conduct of city business. Such request shall be made to the mayor or the mayor’s administrative officer, preferably in writing and shall indicate the information sought The mayor or his administrative officer shall insure that the information requested is furnished within five business days, unless complying would be extraordinarily burdensome. In the event that such requests cannot be reasonably complied with within five business days, the alderman requesting such records shall be notified in writing of the delay in furnishing the records, the reasons for the delay and the anticipated date upon which records will be furnished. Nothing contained in this section precludes any alderman from making a separate written request pursuant to the Freedom of Information Act for any such information so sought. The mayor shall direct his staff to make reasonable attempts to cooperate with such requests expeditiously. A repeated failure by any department head to comply with such requests may be considered by the mayor during the department head’s annual performance evaluation and may form the basis for discipline. 2-08-070 Ward boundaries.

The boundaries of the wards of the city shall be as follows:

WARD 1. Southern boundaries, beginning at Lathrop and 171st St (southern municipal limits) east to city limits: Western boundaries, beginning at 171st and Halsted northward to 159th and Lathrop, Western to West Ave. and 157th St.: Northern boundaries, beginning at 157th and West Ave. eastward to Halsted, north on east side of Halsted to southeast side of 149th St., west on southeast side of 149th St., west on southeast side of 149th St. to east side of Wallace St., north on east side of Wallace St. to 147th St., west on 147th St. to Riverside Dr., northwest along Calumet River intersecting with boundaries of G. Brooks Jr. High School, south around municipal limits adjacent to G. Brooks Jr. High intersecting with original 147th and Wallace boundaries; Eastern boundaries, beginning at southeast corner of 147th and east side of Halsted southwest to railroad tracks and 155th Pl., following eastern municipal city limits south to 171st St.

WARD 2. Southern boundaries, beginning at Lathrop and 171st St west to municipal limits; Western boundaries, beginning at 171st and western municipal limits northward to 161st Illinois Central Park railway, westward on south side of 161st St to Ashland, north on east side of Ashland to 152nd St.; Northern boundaries, beginning at southeast corner of 152nd and Ashland Ave. eastward to 152nd and southeast corner of Halsted Ave.; Eastern boundaries, beginning at southeast corner of 152nd and Halsted southward on west side of Halsted northwest corner of 157th, westward on north side of 157th St. to 157th and West Ave.

WARD 3. Southern boundaries, beginning at Lathrop and 171st to municipal limits; Western boundaries, beginning at 171st and western municipal limits northward to 162nd St. Illinois Central Park railway, westward on south side of 161st St. and municipal city limits, northwest along municipal limits to 160th St. and Dixie Highway, north on west side of Dixie Highway to 156th St, east of 156th St. to Western Ave., north on east side of Western Ave. to southeast corner of Western and 151st St.; Northern boundaries, beginning at southeast corner of 151st and Western Ave. eastward 151st and Robey, southward on west side of Robey to 153rd, eastward on south side of 153rd St. to Ashland Ave.; Eastern boundaries, beginning at southeast corner of 153rd and Ashland southward on west side of Ashland to 161st and Ashland.

WARD 4. Southern boundaries, beginning at northwest corner of 153rd and Wood westward to northeast corner of 153rd and Robey, northward to 151st and northwest comer of Robey, west on north side of 153rd St. to northwest corner of 153rd and Western Ave., south on west side of Western Ave. to 159th and municipal limits, west on 159th St. to most western municipal limits; Western boundaries, beginning at 159th and western municipal limits northward to 147th and municipal limits; Northern boundaries, beginning at 147th and municipal limits eastward to 147th and Robey Ave., northward to 145th and municipal limits; Eastern boundaries, beginning at southwest comer of 145th and west side of Wood south to corner of 153rd and Wood.

WARD 5. Southern boundaries, beginning at northwest corner of 152nd and Halsted westward to northeast corner of 152nd and Ashland, south on east side of Ashland to 153rd and northwest corner of Ashland, west to east side of 153rd St. and Wood; Western boundaries, beginning at 153rd and Wood on east side of street northward to municipal limits at 145th St.; Northern boundaries, beginning at 153rd and Wood on east side of street northward to municipal limits at 145th St.; Northern boundaries, beginning at 145th and municipal limits, eastward to 145th and northwest corner of Ashland Ave. south on west side of Ashland to 145th St., east on south side of 148th St., east on south side of 148th St to Illinois Central tracks; Eastern boundaries, south along tracks to 149th St, 149th St to west side of Halsted, south of west side of Halsted to northwest corner of 152nd and Halsted.

WARD 6. Southern boundaries, beginning at northwest corner of 149th and Wallace westward to northeast corner of 149th Illinois Central tracks, north along tracks to 149th and Illinois Central tracks, west on north side of 148th St. to northeast corner of Ashland and 148th St; Western boundaries, beginning at 148th and Ashland on east side of street northward to municipal limits at 143rd Rd.; Western boundaries, beginning at 148th and Ashland on east side of street northward to municipal limits at 143rd Rd.; Northern boundaries, beginning at 145th Rd. and municipal limits eastward to 143rd Rd. 2-08-080 Ward map.

A.    For the purpose of more definitely fixing the boundaries of the wards of the city, there is attached hereto an outline map of the city showing the boundaries of said wards as hereinbefore described and the same is made a part of this code.

B.    The city council adopts the map dividing the city into six wards for the purpose of electing aldermen to sit on the city council of the city. One alderman shall be elected from each of the six wards as drawn on the attached map.

C.    The city clerk is authorized to maintain copies of the proposed map and to provide photocopies of such map to citizens that may request it upon payment of a reasonable fee for duplication. (Ord. 2910 § 1 (part), 1995; Ord. 2685 § 2, 1990; Ord. 26821-4,199O)
