5-04-010 Definitions.
A “motor vehicle” is defined to be every self-propelled device, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power. (Prior code § 8-12-1)
5-04-020 License required.
It is unlawful for any person residing in the city of Harvey, or operating a business located in the city of Harvey, to use, or to cause or permit any of his agents or employees to use, any motor vehicle in the transportation of persons or property or the conveyance of loads upon the streets, avenues or alleys of the city unless such motor vehicle is licensed as provided in this chapter. 5-04-030 License application.
Any person desiring a license for any motor vehicle shall file an application therefor with the clerk upon a form provided by him, setting forth the name and address of the applicant, a description of the motor vehicle and such other information as may be prescribed. Such license shall be issued upon the payment by the applicant of a license fee, as hereinafter provided to the clerk, and shall authorize the use of such motor vehicle within the city until the expiration of such license. 5-04-040 Term and fee of licenses.
Vehicle licenses shall be issued for a period of one year beginning January 1st and expiring December 31st of each calendar year, and the vehicle license fee to be paid annually to the clerk shall be in accordance with the following schedule:

G. New residents or applicants who purchase new vehicles after the deadline must obtain a sticker within thirty (30) days of acquisition of vehicle or residence in the city. Late fees apply.

H. All automobile dealers whose principal place of business is located within the city of Harvey, county of Cook, state of Illinois, shall purchase and pay for city vehicle stickers in the following manner and in the following amounts:
1. A fee of sixty dollars ($60.00) shall be paid by the dealer to the city for the issuance of the first vehicle sticker to be placed on an automobile bearing the dealer’s license plates of the state of Illinois, and the dealer shall in addition thereto pay to the city an additional sum of sixteen dollars ($16.00) for every other vehicle held by the dealer for ultimate sale to the public, providing such additional vehicles shall also bear dealer’s license plates for the state of Illinois.
2. The provisions of this chapter authorizing special vehicle stickers shall not apply to work or service vehicles owned by the dealer and used by the dealer incidental to the operation of his business. 5-04-050 License terms.
A. All motor vehicle licenses issued under this chapter shall be annual licenses and shall expire on December 31st following their issuance. The license fee for any calendar year shall be due and payable in advance, on January 2nd of that calendar year, and all applicants making application prior to July 1st of any year shall pay the entire license fee, and all applicants making application for license on or after July 1st shall pay one-half of the schedule of fees above set forth, provided evidence of the purchase of any such motor vehicle after July 1st is submitted to the clerk with the application, and that said motor vehicle was not registered by the state of Illinois during the first half of such calendar year the applicant.
B. In the event a vehicle sticker has been lost, stolen or destroyed, the clerk is authorized to issue a duplicate therefor, upon payment of a fee of ten dollars ($10.00); provided any such applicant has made a report of same to the police department and submits an affidavit under oath to the clerk reasonably describing the circumstances attending the loss, theft or destruction of any such license. 5-04-060 License sticker.
A. Upon the issuance of a license as provided under this chapter, the clerk shall deliver to the applicant a gummed transparent sticker, upon which shall be shown the name of the class to which the motor vehicle belongs, the number thereof, and the year for which the license is issued.
B. It shall be the duty of any such applicant to affix such gummed transparent sticker to the lower left hand side of the vehicle’s windshield, and it shall be unlawful for any motor vehicle, although duly licensed, to be used upon the streets, avenues and alleys unless such sticker is attached and displayed thereon. 5-04-070 Duplicate license.
In the event any motor vehicle herein licensed is sold or traded in, prior to the date on which such license expires and another vehicle of like class is acquired in place thereof, it shall be the duty of any such vendor to make application at the office of the clerk to transfer such vehicle license and to remove the current year license sticker, or fragmentary portions thereof, from said sold vehicle and to surrender same with said application. Upon compliance herewith and payment of a transfer fee of ten dollars ($10.00), together with any increase in license fee necessitated by a different class or weight division, the clerk shall issue a transfer or duplicate vehicle sticker to such applicant. 5-04-080 Additional charge for late application of license.
A. The purchase of all vehicle licenses as required by this title and chapter shall be on or before February 15th of each and every year; however, in the event the state of Illinois shall extend the date for the purchase of the state vehicle licenses to a date after February 15th of any year, the date for the purchase of the Harvey vehicle license shall be extended to said date.
B. Anyone who purchases a vehicle license after February 15th of any year, or the extended date thereof, shall pay an additional five dollars ($5.00) over and above the regular charge for a vehicle license that is in effect. (Ord. 2091, 1976)
