112.01 LICENSE REQUIRED; FEE.

(A) No person shall operate or carry on the business of junk dealer or keep a junk shop, store or place for the purchase or sale of junk, rags, old rope, paper, bagging, old iron, brass, copper or empty bottles, without a license. (’81 Code, § 18.04(a))

(B) The fee for a junk dealer’s license is $100 per year. (’81 Code, § 18.04(c))

112.02 TRANSFER OF LICENSE PROHIBITED.

A junk dealer’s license shall permit the sale or purchase of junk only on or in the premises described in the application and license. No change of location is permitted. The license shall expire upon a change of either location or proprietorship of such yard or shop.

112.03 OPERATING REQUIREMENTS.

(A) The operator of a junk shop or junk yard shall confine all activities, other than transporting of junk, within and below the height of the fence or walled enclosure, shall keep each gate closed except during business hours; and shall keep the premises free of rats or vermin. (’81 Code, § 18.04(e))

(B) No person shall conduct a junk yard without having it enclosed with a fence. Three sides of such fence shall be a tight board or metal fence or a stucco or masonry wall. The fourth side (the side on the front of the property) may be of woven wire. Such fence or wall shall not be less than six feet high; shall not have more than one opening on any one street, which opening shall not be over 12 feet wide, and shall be equipped with a gate. The fence shall be kept in good repair and free from signs, bills or advertisements, except that a sign of reasonable size to advertise the business may be erected. No person shall keep or store junk outside such fence or wall. (’81 Code, § 18.04(d))

112.04 STOLEN GOODS.

Every dealer in junk who shall receive or be in possession of any goods, articles or things of value which may have been lost or stolen, or alleged to have been lost or stolen, shall upon demand to view or examine the same, forthwith produce such goods, articles or things to any member of the Police Department.
