2.116.010 Establishment of department of finance.

There is hereby established the department of finance, an administrative department of the village. This department shall consist of the director of finance and such other officers and employees as the board shall, from time to time, authorize. (Ord. 99-73, 1999)

2.116.020 Director of finance.

A. There is hereby established the position of director of finance, who shall be appointed by the village president.

B. The director of finance shall have knowledge or experience in budgeting and financial control.

C. The director of finance shall have control and supervision over all employees assigned to the department of finance subject to the approval of the village president. (Ord. 2017-11 § 12, 2017; Ord. 99-73, 1999)

2.116.030 Duties of director of finance.

The director of finance shall have charge of the administration of the financial affairs of the village subject to the control of the village president and to that end he shall:

A. Assist the village president in the preparation of the budget and tax levy ordinance;

B. Conduct special studies and investigations into the financial affairs of the departments and offices of the village, at the direction of the village president;

C. Suggest standards and recommend to the village president procedures to be employed in the accounting for money and property by the village department heads and officers;

D. Supervise and be responsible for the disbursement of all monies and ensure that appropriations and budget provisions are not exceeded;

E. Establish, organize and maintain a centralized accounting system to record completely all financial transactions of the village;

F. Examine all contracts, purchase orders and other documents by which financial obligations are incurred and every such document shall be subject to his certification as to the availability of funds and the appropriation relating thereto;

G. Be assistant purchasing agent, performing such duties relating to the office of purchasing agent as are assigned by the village president;

H. Submit to the board through the village president a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the village;

I. Prepare for the village president, as of the end of each fiscal year, a complete financial statement and report;

J. Perform such other functions as may be required by the village president or president and board. (Ord. 2017-11 § 12, 2017; Ord. 99-73, 1999)
