2.89.010 Appointment authority.
The chief of the fire department is authorized to appoint ten part-time firefighter/emergency medical technicians as employees, accredited and documented as members of the fire department of the village, and subject to the consent of the mayor and board of trustees. (Ord. 2012-33 § 2, 2013)
2.89.020 Fingerprinting – Record checks.
Prior to appointment, all proposed part-time firefighter/emergency medical technicians shall be fingerprinted and their fingerprints shall be checked for any possible criminal record. No person shall be appointed as a part-time firefighter/emergency medical technician if he has been convicted of a felony or a history of misdemeanors or of any other crime involving moral turpitude. 2.89.030 Qualifications.
Part-time firefighter/emergency medical technicians shall have upon hire and shall maintain for the duration of their employment, at least and no less than Office of the Illinois State Fire Marshal (OSFM) certification as Firefighter II or Basic Firefighter, an Illinois Department of Public Health (IDPH) licensure as Emergency Medical Technician – Basic (EMT-B) or Emergency Medical Technician (EMT), and a valid driver’s license. Failure to maintain such qualifications shall be determined to be due cause, and shall result in immediate termination. (Ord. 2012-33 § 2, 2013)
2.89.040 Administration.
Part-time firefighter/emergency medical technicians shall at all times during the performance of their duties be subject to the direction and control of the chief of the fire department, and all other officers or full-time personnel as necessary to fulfill the duties of their position. 2.89.050 Powers and duties.
Part-time firefighter/emergency medical technicians shall have the following powers and duties, when properly assigned and on duty:
A. Aid or administer emergency medical care within the scope of their certification, but not exceeding the limitations of the department level of emergency medical service or of their position;
B. Aid or participate in firefighting operations within the scope of their certification, but not exceeding the limitations of their position;
C. Aid in control of natural or manmade disasters. (Ord. 2012-33 § 2, 2013)
2.89.060 Training.
Part-time firefighter/emergency medical technicians, prior to entering upon any of their duties, shall receive an appropriate course of training in the equipment and procedures of the fire department, and not be subjected to assignment of any duty or service until determination that such training has been adequately completed. Upon completion of the course of training, the fire chief shall notify the mayor and the board of trustees attesting to the completion of the training, and the placement of the part-time firefighter/emergency medical technicians on a part-time duty shift. 2.89.070 Assignments.
Part-time firefighter/emergency medical technicians shall work duty shift assignments of twelve-hour increments during the periods of seven a.m. to seven p.m. or seven p.m. to seven a.m., and scheduled through the fire chief or his designee in a manner that is fair, impartial, and based on calendar availability. Such shift assignments shall not exceed thirty-six hours per week, except and only when due to emergency responses that occur and are active during the period that their shift is scheduled to end, when the shift officer or commanding officer determines that their continued presence is necessary to perform the duties of the fire department. In place of the above specified twelve-hour shift increments, other duty assignments performed for the betterment of the department, and scheduled with authorization of the fire chief or his designee, may be assigned; however, at no point shall the part-time firefighter/emergency medical technician exceed the thirty-six hours per week maximum, except due to those reasons specified. Part-time shift schedules may be traded among part-time personnel; however, such trades of shifts that are construed as repetitive in nature or deemed as excessive shall be construed and considered as due cause, and shall result in removal from shift rotation, discipline, or termination, depending on the severity of the excessiveness. 2.89.080 Limitations.
Part-time firefighter/emergency medical technicians may not replace, substitute or be directed to do such, for or in lieu of full-time firefighting personnel. As part-time employees, they will not be eligible or entitled to any rights or privileges bestowed on full-time firefighting personnel by the board of fire and police commissioners, including the benefits of pensions and tenure. 2.89.100 Termination.
The appointment of any or all part-time firefighter/emergency medical technicians may be terminated by the fire chief, at any time, when the fire chief believes that there exists a reason for due cause. The fire chief shall present the reason of due cause for said termination to the village mayor and the board of trustees, when reasonably possible, but no later than thirty days after the termination.
