2.96.010 Appointment authority.

The village president is authorized to appoint thirty-five auxiliary police officers as employees, subject to the advice and consent of the board of trustees. (Ord. 2015-35 § 3, 2015)

2.96.020 Fingerprinting – Record checks – Term.

Prior to appointment, all proposed auxiliary police officers shall be fingerprinted and their fingerprints shall be checked with the Federal Bureau of Investigation, Washington, D.C., for any possible criminal record. No person shall be appointed as an auxiliary police officer if convicted of a felony or other crime involving moral turpitude. The appointment of any or all auxiliary police officers may be terminated by the village president, subject to the advice and consent of the board of trustees. All appointments, if not terminated sooner, expire on April 30th. (Ord. 2015-35 § 3, 2015)

2.96.030 Qualifications.

Such auxiliary police officers shall not be members of the regular police department of the village. Identification symbols worn by such auxiliary police officers shall be different and distinct from those used by the regular police department and shall be selected and chosen by the chief of police. Auxiliary police officers shall at all times during the performance of their duties be subject to the direction and control of the chief of police. (Ord. 2015-35 § 3, 2015)

2.96.040 Powers and duties.

Auxiliary police officers shall not be conservators of the peace, unless the auxiliary police officer successfully completes all required mandatory law enforcement officer training courses administered by the Illinois Law Enforcement Training Standards Board. Auxiliary police officers shall have the following powers and duties, when properly assigned, qualified and on duty:

A. Aid or direct traffic in the municipality;

B. Aid in control of natural or manmade disasters;

C. Aid in case of civil disorder;

D. Perform normal and regular police duties when assigned by the chief of police on occasions when it is impracticable for members of the regular police department to perform normal and regular police duties;

E. Arrest or cause to be arrested, with or without process, all persons who break the peace, or are found violating any municipal ordinance or any criminal law of the state, if qualified, as herein required. (Ord. 2015-35 § 3, 2015)

2.96.050 Firearms.

Auxiliary police officers shall not carry firearms except with the permission of the chief of police, and then only when on duty, in uniform and in the performance of their duties. Before being permitted to carry a firearm, an auxiliary police officer must have completed the state certified forty-hour mandatory firearms training course as provided under 50 ILCS 710/2. 2.96.060 Training.

Auxiliary police officers, prior to entering upon any of their duties, shall receive a course of training in the use of weapons and other procedures by the chief of police or shall already be certified in all necessary training requirements and in good standing from another law enforcement agency provided such certification and standing is documented and verified by the police chief. Upon completion of the course of training, the chief of police shall file a certificate attesting to the auxiliary police officer’s completion of the course with the village clerk.
