2.75.010 Purpose and objectives.

The Advisory Board on Disability Services (hereafter “advisory board”) provides guidance to the City of Evansville and Vanderburgh County in matters concerning individuals with disabilities. The advisory board shall offer a public forum for members of the community to raise issues of concern and act as an advocate to make Evansville and Vanderburgh County more accessible to all people with disabilities.

Among the objectives of the advisory board are:

(A) To promote a better public understanding of the important roles which people with disabilities can perform in community activities if they are properly trained and placed;

(B) To develop a better understanding by people with disabilities of rehabilitation, training and job placement services available to them;

(C) To promote increased employment on a year-round basis for people with disabilities; and

(D) To promote by education the removal of architectural barriers which prevent people with disabilities from enjoying both job opportunities and public service. [Ord. G-2018-14*, passed 7-9-18; Ord. G-2006-11, passed 6-20-06. 1983 Code §§ 16.05.01, 16.05.05.]

2.75.020 Duties and responsibilities of the Advisory Board on Disability Services.

The duties and responsibilities of the advisory board are to:

(A) Work in harmony with government officials and make recommendation to ensure compliance with provision of the ADA;

(B) Promote public awareness of the achievements of people with disabilities and the talents, skills, abilities and value that they bring to society; and

(C) Promote public awareness of the need for accessible buildings, services, programs, and employment opportunities for people with disabilities. [Ord. G-2006-17, passed 8-29-06; Ord. G-2006-11, passed 6-20-06. 1983 Code § 16.05.02.]

2.75.030 Membership terms.

The advisory board shall consist of eight members who shall be residents of Vanderburgh County, Indiana, and at least four members shall be individuals with disabling conditions. The term “disabling conditions” shall be deemed as a physical, mental, or sensory impairment, which substantially limits one or more of a person’s major life activities or has a record of such impairment. All appointments shall be for two years beginning January 1st. Members shall be selected as follows:

(A) Three members shall be appointed by the Mayor of the City of Evansville.

(B) Three members shall be appointed by the Board of Commissions of Vanderburgh County.

(C) One member shall be appointed by the City Council of the City of Evansville.

(D) One member shall be appointed by the County Council of Vanderburgh County. [Ord. G-2006-17, passed 8-29-06; Ord. G-2006-11, passed 6-20-06. 1983 Code § 16.05.03.]

2.75.040 Governing regulations of the advisory board.

The advisory board shall operate at a minimum under the following regulations:

(A) All individuals appointed shall have an active interest in addressing the overall objectives of the advisory board.

(B) All members shall serve without compensation.

(C) All members shall serve for a term of two years with the initial appointees’ terms expiring December 31, 2007.

(D) A member shall serve at the pleasure of the appointing authority.

(E) The appointing authority shall fill a vacancy on the advisory board by appointing a new member for the unexpired term.

(F) At the first meeting in January of each year, the members of the advisory board shall elect one member to be the chairperson, one member to be the vice-chairperson, and one member to be the recording secretary.

(G) The advisory board shall meet at least on a quarterly basis and is subject to notice of such meeting pursuant to the Open Door Law of the State of Indiana.

(H) Minutes of all meetings shall be sent to the City Clerk, the Mayor’s office of the City of Evansville, Indiana, and the County Commissioners of Vanderburgh County within 30 days following said meeting.

(I) Five members shall constitute a quorum.

(J) Members may appoint a person to attend a meeting and vote in their place if the member is unable to attend a meeting. [Ord. G-2006-17, passed 8-29-06; Ord. G-2006-11, passed 6-20-06. 1983 Code § 16.05.04.]
