POLLUTION PREVENTION AND EDUCATION PROGRAM

19.16.010 Establishment.
A. The City of Evansville, Vanderburgh County and Town of Darmstadt agree to enter into an interlocal governmental agreement for the establishment and operation of a Pollution Prevention and Education Program. The general purpose of such a program is to reduce VOC emissions on a County wide basis. Such interlocal agreement will be effective upon approval of resolutions by the Board, the Evansville City Council and the Town Board of Darmstadt.

19.16.020 Pollution prevention plan.
A. Conduct a Pollution Prevention Audit of all point sources which emit VOC’s.
B. Require any VOC point source to file a comprehensive Pollution Prevention Plan with the Vanderburgh County Ozone Officer that details how they will reduce their VOC emission levels over the next five (5) years. An aggregate goal of at least 30% over five (5) years is contemplated, with figures for 1994 being used for a base year. A variance from this base year may be requested from Vanderburgh County officials should there be extenuating circumstances to justify such a variance. The plan will be reviewed by Vanderburgh County officials on an annual basis for evaluation of progress.
C. Require all point sources who emit over five (5) tons per year of VOC’s to participate actively in the Ozone Alert network. Others who fall below such threshold will be encouraged to participate in such program.

19.16.030 Pollution Prevention Coordinator.
A. Conducts an annual Pollution Prevent Audit and coordinate with the Evansville EPA and the Vanderburgh County Ozone Officer to ensure that there is a substantial reduction of VOC’s in Vanderburgh County by the year 2003.
B. Acts as ombudsman to strongly and actively push education for industry, schools, and the general public through the acquisition of educational and technical resources.
C. Creates a clearinghouse of detailed pollution prevention information and act as a technical resource to point sources.
D. Responsible for investigating and facilitating grants, tax credits, and rebates for pollution prevention activities for local industries and public education.
E. Conducts outreach to businesses and the general public through scheduled speaking engagements.
