A. Prior to a request for council approval of any matter that will require the expenditure of public funds, the individual, department, or entity requesting council approval should provide a fiscal impact statement that contains the following information:
1. The subject matter of the proposed request.
2. The funds affected by the proposed request, the estimated annual cost, and any projected future increase in costs.
3. An explanation of the town expenditures in connection with the request.
4. A list of town departments, agencies, or boards affected by the proposed request.
5. The date(s) of the anticipated expenditures.
6. Any other financial information that may be requested by the council.
B. This section sets forth the expectations of the council. The council may refuse to consider any request that does not comply with this policy, though the council reserves the right to alter or waive the policy without notice. Council waiver of all or a part of the policy, regardless of whether expressed formally, shall not affect the validity or invalidity of any action approved by the council. [Res. 2015-11 §§ 1, 2]
