13.04.010 Created—Boundaries.
A. The Golconda water district is created, established, formed and organized.
B. A general description of the boundaries of the district is as follows:
Commencing at the Northeast corner of Section 32, T. 36 N., R. 40 E. M.D.B. & M.; thence South along the East section line of Section 32 560’, more or less, to a point on the South side of Second Street, said point being the TRUE POINT OF BEGINNING; thence West 85’, more or less, to the Northeast corner of Block 7; thence South along the East side of Block 7 100’ to a point; thence in a Westerly direction and parallel to Second Street 300’ to a point on the West side of Block 7; thence in a Northwesterly direction to a point, said point being more fully described as bearing N 16° 37’ 30” W 2070.7’ from the E 1/4 corner of Section 32; thence N 80° 32’30” W 123’ to a point; thence N 80° 35’ 40” W 257.20’ to a point; thence N 80° 15’ W 100’ to a point; thence S 21° 52’ W 251.70’ to a point on the Northerly right-of-way line of the Southern Pacific Transportation Co.; thence in a Westerly direction to a point which is the intersection of the West side of Cleveland Avenue and the Southerly right-of-way line of the Southern Pacific Transportation Co.; thence South along the West side of Cleveland Avenue to the end of said Avenue’s right-of-way as shown on the map of the Town of Golconda, filed in the Humboldt County Recorder’s Office; thence West to a point on the North-South 1/4 section line of Section 32, T. 36 N., R. 40 E. M.D.B. & M.; thence South along said 1/4 section line to a point on the Northerly right-of-way line of U.S. Highway 40; thence continuing South along the 1/4 section line to a point on the Northerly right-of-way line of the Interstate 80 Highway; thence Southeasterly along the North side of Interstate 80 right-of-way until it intersects the South section line of Section 33, T. 36 N., R. 40 E. M.D.B. & M.; thence Easterly along said section line to the Southeast corner of the SW 1/4 SW 1/4 of Section 33; thence Northerly along the 1/16 section line to a point on the South side of Seventh Street; thence Easterly to a point which is the intersection of the South side of Seventh Street and the West side of Pearl Avenue; thence Northerly along the West side of Pearl Avenue to a point on the South side of Second Street which is the Northeast corner of Block 12; thence Westerly on the South side of Second Street to the TRUE POINT OF BEGINNING.

13.04.020 Service plan adopted.
The service plan for Golconda water district and Resolution number 1-21-85D, approving the service plan, are incorporated by reference as a part of this chapter. (Ord. 3-12-85 § 2)
13.04.030 Purpose—Authority.
The district is formed for, and is granted the basic power of, furnishing water facilities as now and hereafter provided in NRS 318.144, and all powers incidental thereto. (Ord. 3-12-85 § 4)
13.04.040 Trustees—Appointment, terms and compensation.
A. The Golconda water district shall be governed by a board of trustees consisting of five members, and the trustees shall be appointed by the board of county commissioners instead of being elected.
B. The appointment procedure shall be established by the board of county commissioners.
C. The term of appointment for each seat on the board of trustees is as follows:
1. Seat A term of appointment shall continue until the first Monday in January 2023 and every four years thereafter.
2. Seat B term of appointment shall continue until the first Monday in January 2021 and every four years thereafter.
3. Seat C term of appointment shall continue until the first Monday in January 2023 and every four years thereafter.
4. Seat D term of appointment shall continue until the first Monday in January 2021 and every four years thereafter.
5. Seat E term of appointment shall continue until the first Monday in January 2023 and every four years thereafter.
D. Each appointed trustee may be reappointed to any number of additional terms.
E. Trustees shall serve on the governing board of the district without compensation. (Ord. 1-06-20 § 1)
