PARKS AND RECREATION COMMISSION

2.18.010 Established--Membership--Terms.
There is established a Central Point parks and recreation commission composed of seven members who shall be appointed by and shall serve at the pleasure of the city council, but who shall not be council members, officers or employees of the city of Central Point. Parks and recreation commissioners will serve three-year terms. Each member of the commission shall have a demonstrated interest in parks, open space and recreation matters. At least seventy-five percent of commission members shall be residents of Central Point. Each year, before the first regular meeting of the parks and recreation commission, the mayor shall appoint a commission chairperson. The chairperson shall hold office for one year. 2.18.020 Purpose and duties.
The purpose of the parks and recreation commission shall be to advise the city council on matters relating to the activities of the parks and recreation department, excluding daily administrative operations. The parks and recreation commission shall act as advisor to the council on matters pertaining to the acquisition and development of public parks, greenways, open spaces, and recreational and cultural facilities and programs and shall make such other recommendations and formulate and suggest such other policies as it may consider best suited to assist the council in developing and preserving aesthetic, recreational and cultural values which serve the public interest, and shall perform such other related duties as may from time to time be assigned by the council. Examples of the commission’s duties are:
A. Advise the city council on planning and policy matters pertaining to:
1. The goals and services provided by the parks and recreation department.
2. The city parks master plan and the future delivery of services by the parks and recreation department.
3. The construction and renovation of capital facilities of the parks and recreation department.
4. Joint action projects with other public or private parks and recreation entities.
B. Review state legislative proposals that may affect the operation of parks and recreation.
C. Review the recommendations for capital improvements and operations relating to the parks and recreation department. Receive community input concerning parks and recreation activities.
D. Review and comment on fund-raising efforts on behalf of the parks and recreation department.
The parks and recreation commission shall not have the power or authority to cause the expenditure of city funds or to bind the city to any written or implied contract. (Ord. 1890 (part), 2006; Ord. 1856 §1(part), 2005; Ord. 1170 §2, 1974).
2.18.030 Meetings.
A. The parks and recreation commission shall establish a regular time, date and place of meeting and shall hold at least one regular meeting per calendar quarter.
B. The parks and recreation commission may establish rules and procedures governing in accordance with Oregon Public Meetings Law. (Ord. 1890 (part), 2006; Ord. 1856 §1(part), 2005; Ord. 1170 §3, 1974).
