5.15.010 Short title.

This chapter shall be referred to as the job credit ordinance. [Ord. 76 § 1, 1986].

5.15.020 Purpose.

To encourage new businesses to locate within the city and to help existing businesses to expand so as to increase employment opportunities and improve the economic climate. [Ord. 76 § 2, 1986].

5.15.030 Definition.

“Qualified business” means a business firm which has been precertified by the enterprise zone board of directors or their designees. [Ord. 146 § 1, 1989; Ord. 76 § 3, 1986].

5.15.040 Eligibility.

Whenever a qualified business has been precertified by the enterprise zone board of directors or their designees, the business becomes eligible for city job credits. The community development department will issue a certificate of eligibility to the qualified business based on the precertification. [Ord. 146 § 2, 1989; Ord. 76 § 4, 1986].

5.15.050 Job credit.

For each new job stated on the certificate of eligibility, the business will receive a credit of $3,000 usable over a five-year period against fees otherwise due to the city. [Ord. 76 § 5, 1986].

5.15.060 Fee offset.

All business license and land development fees may be offset by the accrued job credits. In particular, sewer fees in lieu of assessment may be offset. Fees that may not be offset are the state of Oregon surcharges on various building permits, sewer user fees, and improvement assessments. Requirements for bonds, and the costs thereof, are not affected or waived by this chapter. [Ord. 146 § 3, 1989; Ord. 76 § 6, 1986].

5.15.070 Continuation of eligibility.

Qualified businesses which have added to their employment rolls may prove such increase by providing copies of their employment division returns, or an equivalent, for the last four calendar quarters. Qualified eligible businesses must provide proof of employment level to the city on or about the anniversary of its first eligibility determination, and on each anniversary thereafter for the five-year eligibility period. 5.15.080 Cessation of eligibility.

If a qualified business ceases to do business in Coos Bay or otherwise loses its qualification during the five-year period, such business is no longer eligible for job credits. To the extent eligible businesses show a decline in employment over the five-year period, the job credits cease for each such position lost. To the extent fees offset exceeded the proportionate job credits earned over the year or years of eligibility, the business must reimburse the city for the difference. [Ord. 76 § 8, 1986].
