2.14.010 Declaration of blight.
Pursuant to ORS 457.035, the Culver city council, hereinafter referred to as “city,” hereby finds and declares that blighted areas, as defined in ORS 457.010, exist within the city based upon the findings marked Exhibit “A,” attached to the ordinance codified in this chapter and incorporated by reference as fully set forth herein. [Ord. 07-04 § 1, 2007.]
2.14.020 Need.
The city declares and recognizes that there is a need for an urban renewal agency to function within the city of Culver. [Ord. 07-04 § 2, 2007.]
2.14.030 Powers and limitations.
The city further declares, pursuant to ORS 457.045(2), that all of the rights, powers, duties, privileges and immunities granted to and vested in an urban renewal agency by the laws of the state of Oregon shall be exercised by and vested in the urban renewal agency of the city of Culver; provided, however, that any act of the governing body acting as the urban renewal agency shall be and shall be considered, the act of the urban renewal agency only and not of the city council. 2.14.040 Agency title.
The corporate name of the agency created by this chapter shall be, and said agency shall be known as, the “Culver urban renewal agency.” [Ord. 07-04 § 4, 2007.]
2.14.050 Membership.
The Culver urban renewal agency shall be comprised of seven members, including two members of the Culver city council as it lawfully exists from time to time; and five at-large positions as prescribed in the agency’s bylaws. [Ord. 07-04 § 5, 2007.]
