13.08.010 Purpose.

There is hereby enacted a utility discount program, the purpose of which is to reduce the monthly amount due under the city’s various rates for water, sewer and stormwater services to low-income citizens. [Ord. 468-2008 (Exh. A); Ord. 210 § 1, 1979].

13.08.020 Eligibility requirements.

In order to be eligible for the utility discount rate the qualified person must be the person or family responsible for payment of monthly utility charges and must have completed and filed with the city an application for the discount rate on a form supplied by the city. To qualify for the utility discount program:

A. The applicant must be a resident of the city of Dundee; and

B. The account balance of the applicant may not be more than 60 days past due; and

C. The applicant owns no real property, personally or through any corporation, other than his/her residence; and

D. The total applicant’s household income, earned and unearned from all sources, including but not limited to income from bonds, stocks, savings interest or other interest or dividend income of any kind, shall not exceed 165 percent of the most recently published poverty guidelines in the Federal Register by the U.S. Department of Health and Human Resources under authority of 42 U.S.C. 9902(2). The qualifying income limit for a single-person household shall be based on the federal poverty guidelines for a one-person household. 13.08.030 Application – Annual filing.

An approved application shall entitle the qualified person or family to the discount utility rate commencing with the first full billing period occurring following the acceptance by the city administrator of the application. The discount rate shall continue for the remainder of the fiscal year (July 1st through June 30th) in which the application is approved. Prior to July 1st of each year, a new application must be submitted to continue the utility discount rate for the entire subsequent fiscal year. [Ord. 468-2008 (Exh. A); Ord. 210 § 4, 1979. 13.08.040 Utility discount rate.

Qualified applicants shall be eligible for a 50 percent discount to the water base, sewer base and stormwater monthly charges. There shall be no discount for water consumption (in excess of 550 cubic feet) or sewer volume (in excess of 550 cubic feet) charges. [Ord. 567-2019 § 2; Ord. 468-2008 (Exh. A); Ord. 210 § 5, 1979.
