2.15.010 Office of the treasurer.
The common council of the city of Garibaldi creates the office of the treasurer for the city of Garibaldi, Oregon. [Ord. 314 § 1, 2010.]
2.15.020 Manner of appointment.
A. The city treasurer shall be appointed by a majority vote of the common council of the city of Garibaldi, following nomination by the mayor or by two members of the common council.
B. The city treasurer shall be required to carry a bond for the faithful performance of his or her duties in an amount to be determined by common council. The amount of the bond shall not be less than $50,000 and shall be paid by the city on the city treasurer’s behalf.
C. The city treasurer shall be under the management and direction of the city administrator, who is responsible for establishing the qualifications for the position and for making all employment decisions related to the city treasurer. [Ord. 314 § 2, 2010.]
2.15.030 Duties and authority.
A. The city treasurer shall be responsible for the accounting of all funds held, received, expensed and managed by the city of Garibaldi and its departments. The city treasurer shall ensure that the accounting practices of the city of Garibaldi meet the requirements and conform to the laws of all local, state and federal agencies that have jurisdiction and are responsible for fiscal oversight.
B. The city treasurer is responsible for producing the necessary, required and requested documents and reports for the city council and auditor and for performing such tasks to the professional standards of the industry. [Ord. 314 § 3, 2010.]
2.15.040 Legislative policy making prohibited.
The city treasurer shall not exercise any legislative policy or legislative functions, nor attempt to commit or to bind the mayor or city council to any action, plan or program regarding legislative policy or legislative functions, and such shall remain exclusively the province of the city council. 2.15.060 Spending authority.
The council shall by resolution adopt procedures to ensure the prompt and efficient payment of bills. [Ord. 316 § 1, 2010.]
