JEFFERSON COUNTY ROAD AGENCY

2.22.030 Apportionment of expenses and revenue.
2.22.010 Purpose.
The primary purpose of the association created by the intergovernmental agreement is to receive and distribute U.S. Forest Service secure rural schools (SRS) funds for road construction in Jefferson County, Oregon. (Ord. O-82-22 § 3, 2022)
2.22.020 Powers.
The Jefferson County road agency, the entity created by the intergovernmental agreement, shall have the power:
A. To exercise all powers that may be necessary to enable it to perform and carry out the duties and responsibilities conferred upon its members or which may hereafter be imposed upon it by law, contract or the agreement.
B. To apply for and use subsidies, grants or appropriations of money from any lawful source, and enter into any and all agreements required in connection therewith, in accordance with the terms of the subsidy, grant, appropriation, agreement or contract related thereto.
C. To accept appointments to act as agents or assignees of others, including the members, as is necessary to carry out its functions and purposes.
D. To establish, join and cooperate with communities and advisory groups of citizens, private or governmental bodies, corporations, associations, institutions, societies, agencies as are now or may hereafter be engaged in furtherance of its goals. (Ord. O-82-22 § 4, 2022)
2.22.030 Apportionment of expenses and revenue.
The expenses of the agency, as well as the revenue and fees derived from any of its activities, shall be apportioned among the parties as set forth in the agreement and may be amended from time to time by the agency’s board of directors as set forth in the agreement. The agency shall establish a budget on an annual basis, which budget shall be approved by the members of the agency. The agency shall generally follow the budget laws for cities and counties in the state of Oregon, as set forth in Oregon law. (Ord. O-82-22 § 5, 2022)
