9.16.010 Establishment of board.
The Jefferson County supervisory authority board was established as set forth in Jefferson County commission Resolution No. R-51-96 signed December 11, 1996. (Ord. O-70-97 § 1, 1997)
9.16.020 Board name.
The name of the board shall be the Jefferson County supervisory authority board, hereinafter referred to as “the board.” (Ord. O-70-97 § 2, 1997)
9.16.030 Purpose.
The purpose of the board is to operate corrections supervision services and custodial facilities within Jefferson County pursuant to ORS 144.087. (Ord. O-70-97 § 3, 1997)
9.16.040 Board membership.
A. The membership of the board shall consist of:
1. One county commissioner;
2. The county sheriff; and
3. The county director of community corrections.
B. The chair of the board shall be the Jefferson County sheriff.
C. The Jefferson County undersheriff and the Jefferson County jail manager shall provide administrative support to the board but shall not be members of the board. (Ord. O-70-97 § 4, 1997)
9.16.050 Compensation—Expense reimbursement.
No board member shall receive compensation but shall be reimbursed for authorized expenses. (Ord. O-70-97 § 5, 1997)
9.16.060 Meetings—Attendance and quorum.
A. The board shall hold meetings at least quarterly or as may be necessary at a time and place fixed by the board.
B. A majority of the board shall constitute a quorum for conducting the business of the board. (Ord. O-70-97 § 6, 1997)
9.16.070 Powers and duties.
A. The board shall be responsible for inmate sanctions and supervision, and policies and procedures for correction supervision services and custodial facilities within Jefferson County.
B. All terms of imprisonment or incarceration of twelve (12) months or less ordered by Jefferson County Courts shall be served at the direction of the board except as provided in ORS 137.124, ORS 137.593(2)(d) and ORS 423.478. (Ord. O-70-97 § 7, 1997)
9.16.080 Conflicts of interest.
A member of the board shall not participate in any board proceeding or action in which any of the following have a direct substantial financial interest: the member or his or her spouse, brother, sister, parent, father-in-law, mother-in-law, or any business with which he or she may be negotiating for or have an arrangement or understanding with concerning prospective investment or employment. Any actual or potential conflict of interest shall be disclosed at the meeting of the board where the matter is being considered. (Ord. O-70-07 § 8, 1997)
