2.20.010 Membership – Qualifications.
The parks and recreation board of the city shall consist of seven members appointed by the city council. To be eligible for appointment to and continued service on the parks and recreation board, a person at the time of appointment and throughout his or her term of service must be a resident of the city. Notwithstanding the provisions of this section, the council may appoint two members of the board who reside within the urban growth boundary of the city but do not reside in Lincoln City; provided, that the other seats on the board are filled by city residents. In addition, if any position that could be filled by a member who resides within the urban growth boundary has remained vacant, with no applicants deemed appropriate by the city council, for at least 60 days after being advertised as vacant, then the city council may fill the position with a member who resides within Lincoln County within the boundaries of the Lincoln County School District – North Area. 2.20.040 Powers and duties.
The parks and recreation board shall be advisory only and shall be empowered to study and recommend to the city council on the following matters:
A. The layout, adornment, ornamentation and improvement of city parks;
B. The creation or improvement of recreation programs, playgrounds, recreation centers and other places which have previously been, or may in the future be, dedicated to the purpose of public recreation;
C. The appointment of engineers, surveyors and all other necessary employees;
D. Rules and regulations for the use of the parks and recreation areas;
E. The acquisition of land for park and/or recreation purposes;
F. The disbursement of moneys appropriated for the maintenance and improvement of parks, recreation areas and recreation programs;
G. All other matters necessary and proper for the protection, care and improvement of the parks, recreation areas and recreation programs. (Ord. 2017-05 § 7; Ord. 199 § 4, 1973)
