2.65.010 Board established.
There is hereby created and established a board to be entitled and designated as the Senior Advisory Board. (Ord. 1295, § 2, August 2, 2011. Code 1983 § 22.100.)
2.65.020 Purpose.
The City Council recognizes the need to more fully address itself to the problems of the senior citizens of the City, and accepts the desirability of the creating a board which will actively involve itself and the City in the resolution of these problems. 2.65.030 Responsibilities and duties.
Under the direction of the City Council, the Board’s responsibilities and duties include:
(1) Advising the City Council on facility needs and programs within or under the control of the City of Monmouth relating to senior citizens. For that purpose it may recommend that the City:
(a) Rent, lease, or improve the Senior Center facility.
(b) Operate and conduct programs for senior citizens in connection with such facility.
(c) Do those things necessary and proper for the protection, care and improvement of the facilities.
(d) Adopt necessary rules and regulations for the use and government of such facilities and programs.
(2) There is hereby created a Senior Advisory Board Travel Committee. The Senior Advisory Board shall have the authority to approve all appointments to the Travel Committee. The Travel Committee shall include all certified van drivers plus other members appointed by the Board. The Travel Committee shall meet when necessary to plan all senior trips. The Senior Center Coordinator shall be chairperson of the Travel Committee.
(3) Gifts of any real or personal property funds donated to the Senior Center and accepted by the City shall be administered in accordance with each gift’s terms, and all property or funds shall be held in the name of the City of Monmouth. (Ord. 1295, § 4, August 2, 2011. Code 1983 § 22.120.)
2.65.040 Membership.
The Board shall consist of nine members appointed by the Mayor and approved by the City Council. Up to four Board members may be nonresidents of the City. Ex officio members may be persons who do not qualify as regular members, but who have a special interest or expertise in the matters, which are within the jurisdiction of the Board. 2.65.050 Term of office.
The term of office shall be two years. (Ord. 1295, § 6, August 2, 2011. Code 1983 § 22.140.)
2.65.060 Vacancies and removals.
Any vacancies shall be filled by appointment by the Mayor with approval by the Council. Any member may be removed for cause. A member of the Board who is absent from three consecutive meetings without an excuse approved by the Board is presumed to be in nonperformance of duty and the City Council may declare the position vacant and appoint a new member to fill the unexpired term. 2.65.070 Officers.
The Board at its first meeting after July 1st, each year, shall select one member to be the chairperson, another to be vice-chairperson, and another to be secretary. The chairperson and vice-chairperson must be residents of the City of Monmouth. The chairperson shall preside over the meetings of the Board and perform such other duties as may be delegated by the Board. The vice-chairperson shall act in the absence of the chairperson. The secretary shall take and prepare the minutes of the Board in accordance with ORS 192.610 through 192.650. The secretary shall forward to the City Recorder, monthly, a copy of the minutes of the meetings of the Board. The secretary shall keep all the records of the Board and shall perform such other duties as may be delegated by the Board. The secretarial duties may be delegated to staff. 2.65.080 Meetings.
The Board shall meet at times and dates to be set by rule of the Board, and may meet upon the call of the chairperson or on call by a majority of its members. If necessary, members may attend the meeting by conference call in accordance with ORS 192.670(2). (Ord. 1295, § 9, August 2, 2011. Code 1983 § 22.170.)
2.65.090 Procedures.
The Board’s procedures shall be in accordance with Robert’s Rules of Order. The Board may adopt supplementary rules of procedure. All meetings are subject to the requirements of the Oregon Public Meetings Law (ORS 192.610 to 192.690). A majority of the members of the Board shall constitute a quorum for the conduct of business and the concurrence of a majority of those members present shall be required to decide any matter. If the Board is unable, because of a lack of a quorum or other cause, to act or make a recommendation on any matter before it in a timely manner, the City Council may act on the matter directly. 2.65.100 Council liaison.
The Mayor appoints Council liaisons to each board and commission. It is the responsibility of the Council liaison to attend the meeting as a neutral observer, report on actions taken and facilitate communication between the Board and the City Council. The Council liaison is not a member of the Board. (Ord. 1295, § 11, August 2, 2011. Code 1983 § 22.190.)
2.65.110 Staff support.
The City Manager assigns staff to each board and commission. Staff’s responsibility is to give the Board neutral guidance and answer any questions of the Board members. The staff person is typically not a member of the Board. (Ord. 1295, § 12, August 2, 2011. Code 1983 § 22.200.)
