ELECTED OFFICIALS
4.01 Eligibility.
Only persons who have continuously resided in and were continuously registered to vote in the City during the twelve months immediately preceding the date of the election or appointment are qualified to be elected officials.
4.02 Continuing Qualifications for Elected Officials.
Elected officials at all times shall be registered to vote in and be residents of the City during their term in office. An elected official shall not be absent from the City for thirty (30) or more consecutive days nor miss all Council meetings held in 60 consecutive days without consent of the Council. The Council shall have the power to set additional standards of conduct for elected officials beyond those specified in this Charter and may provide for such penalties as it deems appropriate, including forfeiture of office.
4.03 Election and Terms.
The election of elected officials shall be held on the same date as the state election is held in November of every even-numbered year and shall be subject to all state election laws. All Councilors shall be elected for four-year terms with three Councilors elected every two years. The Mayor shall be elected for a term of two years. The terms of all elected officials shall begin at the first regular Council meeting of the next calendar year immediately following the election.
4.04 Meetings.
The elected officials shall hold a regular meeting at least once each month in the City at a time and at a place which it, by motion designates. The Council shall adopt rules for its meetings and proceedings. The Mayor may, or at the request of three Councilors shall, by giving written notice to all members of the Council then in the City and in a manner which complies with the Oregon Public Meetings Law, call an emergency meeting of the elected officials for time not earlier than twenty-four nor later than forty-eight hours after the notice is given. Special meetings of the elected officials may also be held at any time by the consent of a majority of the members of the Council.
4.05 Voting.
Voting on ordinances and resolutions shall be by roll call and the ayes and nays shall be recorded in the journal. Voting on all other matters shall be by motion with a voice vote of the Council, provided, however, upon the request of any Councilor or the Mayor, a roll call vote shall be taken.
4.06 Quorum.
A majority of the elected officials shall constitute a quorum for conducting business, but a smaller number may meet and compel the attendance of absent members.
4.07 Vote Required.
Except as otherwise provided in this Charter, the concurrence of a majority of the members of the Council present at a Council meeting shall be necessary to decide any question before the Council.
