2.20.010 Title.

2.20.020 Purpose.

This chapter and these rules and regulations are established to provide and communicate policies and procedures for the continued excellent working relationship between all city employees and to provide a guide for systematic and equitable administration of the procedures as they apply to the day-to-day operation of the city and its employees. 2.20.030 Adoption and amendment of rules.

A. The personnel rules and regulations shall be adopted by resolution of the council. All changes to the personnel rules and regulations shall also be adopted by resolution of the council.

B. The personnel rules and regulations shall provide a means to recruit, select, develop and maintain an effective and responsive workforce and shall include policies and procedures for employee hiring, advancement training and career development, job classification, salary administration, retirement, fringe benefits, discipline, discharge and other related activities.

C. All appointments and promotions shall be made in accordance with the personnel rules without regard to sex, race, age, disability, religion, ethnic background, national origin or political affiliation. [Res. 2638, 4-17-2006; Res. 2053, 6-2-97; Ord. 2136, 11-21-83. Code 2001 § 33.03.]

2.20.040 Administration of rules.

The city manager shall be responsible for:

A. Administering all provisions of this chapter and of the personnel rules not specifically reserved to the council.

B. Preparing or causing to be prepared and recommended to the council personnel rules and revisions and amendments to such rules. [Ord. 2136, 11-21-83. Code 2001 § 33.04.]

2.20.050 Retirement contribution.

A. Under Section 414(h)(2) of the Internal Revenue Code, the city elects to “pick up” the required employee contribution to the city’s retirement plans for management personnel.

B. Employees do not have the option of receiving salary in lieu of this contribution.

C. This section shall apply uniformly to all employees required to pay their contribution to the city’s retirement plans.

D. For tax purposes, employees’ reported salary on the annual W-2 will be reduced by the amount of the employees’ contributions. [Ord. 2733 Att. A, 2-7-11; Ord. 2394, 12-5-94. Code 2001 § 33.05.]

2.20.060 Bonds for city officials.

A. The hereinafter designated officers shall furnish official bonds in the following amounts:

Municipal judge    $1,000

City recorder    $10,000

B. The city official shall give a bond in standard form with good and sufficient surety, or a bond executed by a surety company authorized to do business in this state, conditioned upon the faithful accounting of all monies received by such official in the official’s official capacity and the faithful performance of all of the official’s duties.

C. The reasonable compensation payable to lawfully authorized surety companies as premium on the official bonds of city officers shall be paid by the city out of the general fund.

D. The bonds of said officials shall be approved by the city council in regard to all qualifications except form, which shall be approved by the city attorney.

E. Having been duly approved as provided herein, the bond shall be placed on file in the human resources office before such city official shall assume official duties.

1. If any official shall fail to file their bond as provided herein, within one day after the beginning of such official’s term of office, the city council shall declare said office vacant.

2. In such event, an appointment shall be made or an election shall be called to fill said vacancy in the manner provided by charter or ordinance for the filling of vacancies brought about by other contingencies causing vacancies.
