When a tie exists between two or more candidates by reason of their having an equal and the highest number of votes for the same elected office in the city, the city recorder shall give notice to such candidates to attend at the City Hall either in person or by attorney, at a time fixed by the city recorder. At this meeting such candidates shall proceed publicly to decide by lot which of them shall be declared elected.

2.16.020 Decision by lot--Procedure.
Unless the candidates otherwise agree the decision by lot shall be done by the mayor. The city attorney shall write the names of the candidates on identical pieces of paper, fold the papers in a similar manner and so that the names are not visible and place them in a container. The mayor shall then draw one piece of paper from the container and the candidate whose name is on that piece of paper shall be declared the winner.
