2.10.010 Establishment/purpose.

A transportation advisory committee (TAC) is hereby established for the city to review and provide recommendations to the city council on transportation-related issues. (Ord. 23-03 § 1, 2023).

2.10.020 Membership.

The TAC shall consist of seven voting members to be appointed by the mayor with the approval of the city council. At least one member shall be an elected member of the city council. The other six citizen members shall be residents of the city or reside within its urban growth boundary. All citizen members of the TAC serve at the pleasure of the city council and may be removed by the council with or without cause at any time. Appointments to fill a vacancy for one of the citizen member positions shall be made for the remainder of the unexpired term of that member. The public works director or designee shall be an ex officio (nonvoting) member of the TAC. (Ord. 23-03 § 1, 2023).

2.10.030 Term of office.

The citizen members shall be appointed for a term of three years. The initial terms of the citizen members will be staggered. (Ord. 23-03 § 1, 2023).

2.10.040 Meetings.

A majority of the members of the TAC shall constitute a quorum. The TAC will not have regularly scheduled meetings and will only meet as necessary to handle matters referred to it by the city council, the public works director, or the city manager. The council member of the TAC shall serve as the chair. At its first meeting, the TAC shall select a vice chair. Any member excluding the public works director, or designee, of the TAC is eligible to serve as the vice chair. At its first meeting after the beginning of each new calendar year, the election of a vice chair for that calendar year will be the first order of business. The chair, and in the chair’s absence, the vice chair, shall preside over all meetings. All meetings of the TAC shall be held in compliance with the Oregon Public Meetings Law. 2.10.050 Powers and duties.

The TAC is an advisory committee and does not have any policy making authority. It shall perform the following duties when requested to do so by the city council, city manager, or public works director:

A. Review and provide recommendations on transportation-related issues.

B. Review and provide comments and recommendations on the city’s traffic and circulation elements, and specific plans.

C. Review and provide recommendations for council on local, state, and federal transportation legislation affecting the city of Silverton.

D. Review and provide recommendations on the city’s bicycle and pedestrian infrastructure systems.

E. Establish an annual work plan to address transportation issues for consideration and approval by the city council by November of each calendar year for the following year.
