13.40.010 Connection to system – Permitted when.

Where a public sewer is not available under the provisions of SMC 13.12.010, the building sewer may be connected to an alternate sewage disposal system. (Ord. 15-05 § 2, 2015)

13.40.020 Permit to connect – Requirements.

Before commencement of construction of an alternate sewage disposal system, the owner shall first obtain written permission from the public works director and must agree to sign a waiver of the right to remonstrate against future public improvements prior to the issuance of a building permit. (Ord. 15-05 § 2, 2015)

13.40.030 Permit to connect – Application and plans.

Upon approval of the public works director, a permit application shall be made on a form furnished by the city, which the applicant shall supplement by any plans, specifications and other information as deemed necessary by the public works director. (Ord. 15-05 § 2, 2015)

13.40.040 Permit to connect – Inspection conditions.

A permit for an alternate sewage disposal system does not become effective until the installation is completed to the satisfaction of the public works director. The director shall be allowed to inspect the work at any stage of construction, and, in any event, the applicant for the permit shall notify the director when the work is ready for final inspection, and before any underground portions are covered. The inspection shall, when practicable, be made within 48 hours of the receipt of notice by the director. (Ord. 15-05 § 2, 2015)

13.40.050 Location, capacity and other specifications.

The type, capacities, location and layout of an alternative sewage disposal system shall comply with all recommendations of the Department of Environmental Quality (“DEQ”) of the state, and the Marion County health department. No septic tank or cesspool shall be permitted to discharge to any natural outlet. (Ord. 15-05 § 2, 2015)

13.40.060 Operation and maintenance.

The owner shall operate and maintain the alternate sewage disposal facilities in a sanitary manner at all times, at no expense to the city. (Ord. 15-05 § 2, 2015)

13.40.070 Public sewer connection requirements.

At such time as a public sewer becomes available to a property served by an alternate sewage disposal system, as provided in SMC 13.12.010, a direct connection may be made to the public sewer. Property which can be served by a public sewer system shall connect to the public sewer system if the alternate sewage disposal system requires replacement or upgrade. At the time of any connection to a public sewer, any septic tanks, cesspools or other alternate sewage disposal facilities shall be abandoned, pumped clean of sludge, and filled with clean, bank-run gravel or sand. 13.40.080 Additional requirements.

No statement contained in this chapter shall be construed to interfere with any additional requirements that may be imposed by the Department of Environmental Quality or other proper authority. (Ord. 15-05 § 2, 2015)
