MAINTENANCE, USE, OPERATION, SNOWPLOWING AND REPAIR OF STREETS AND ROADS1

12.05.010 Road classification system.
A road classification system for all streets and roads within the corporate limits of Eagle Mountain City is hereby established. All streets and roads shall be identified by one of the classification types stated in this chapter. [Ord. O-10-2006 § 1; Ord. O-29-2004 § 1].
12.05.020 Type 1 roads.
Type 1 roads include, and are limited to, all improved roads classified as arterial roads and collector roads in the city. Improved Type 1 roads will be evaluated every three years for identification of necessary maintenance. Road damage impairing public safety or impeding traffic will be repaired within five days of identification of the damage.
Snow will be removed within 24 hours of the end of snowfall where median snow accumulations exceed four or more inches. Type 1 roads will have weight limits established to prevent damage to the roads. All Type 1 roads are marked on the Eagle Mountain City Road Classification Map as “Service Type 1.” [Ord. 12.05.030 Type 2 roads.
Type 2 roads include, and are limited to, all improved roads classified as residential streets. Type 2 roads will be evaluated every five years for necessary maintenance. Road damage impairing public safety or impeding traffic will be repaired within 10 days. Snow will be removed within 24 hours of the end of snowfall when median snow levels exceed six or more inches. No weight limits will be required or established for Type 2 roads. Type 2 roads are identified on the Eagle Mountain City Road Classification Map as improved “Service Type 2.” [Ord. 12.05.040 Type 3 roads.
Type 3 roads are roads which are not paved. Type 3 roads will be graded twice a year to maintain a safe driving surface for limited speed. Type 3 roads will receive snow removal within 24 hours after the end of snowfall accumulation of six or more inches. Type 3 roads will receive gravel or engineered road base fill as required to maintain a safe traffic surface at the speed limit for the road. Type 3 roads are designated on the Eagle Mountain City Road Classification Map. [Ord. O-10-2006 § 4; Ord. O-29-2004 § 4].
12.05.050 Type 4 roads.
Type 4 roads are unpaved roads which will be graded once a year and will receive snow removal within 48 hours after the end of snowfall accumulation of six or more inches. Type 4 roads are identified on the Eagle Mountain City Road Classification Map. [Ord. O-10-2006 § 5; Ord. O-29-2004 § 5].
12.05.060 Type 5 roads.
Type 5 roads are roads which will receive no regularly scheduled maintenance or snow removal, but will remain public streets. [Ord. O-10-2006 § 6; Ord. O-29-2004 § 6].
12.05.070 Type 6 roads.
Type 6 roads are roads which are unsuitable for use by construction supply vehicles, including loaded cement trucks, because of road size, design and structure. It shall be unlawful for construction supply vehicles in excess of eight feet in overall axle width at the widest point of the vehicle to use Type 6 roads, unless the delivery destination for the construction supply vehicle is accessible only by the use of the Type 6 road. 12.05.080 Type 7 roads.
Type 7 roads are roads that have been classified for nonmotorized use and are closed to public motorized vehicle use. It shall be unlawful for the public to operate a motorized vehicle on a Type 7 road; provided, that Type 7 roads may be used by vehicles reasonably required for historic private easement access, public safety and utility facilities repair, replacement and operation. Type 7 roads will receive no regularly scheduled maintenance or snow removal, but will remain public streets closed to public use. [Ord. O-10-2006 § 8].
12.05.090 Private roads.
Private roads within the city are not maintained by the city and the city is not responsible for snow removal. City utility trucks and emergency vehicles may enter private roads as required for the public safety and to maintain city facilities. Private roads will be marked with street signs which are a color other than the standard Eagle Mountain City street sign. [Ord. O-10-2006 § 9].
12.05.100 Unpaved roads.
All unpaved roads not classified and marked on the Eagle Mountain City Road Classification Map will be subject to vacation by action of the city council. [Ord. O-10-2006 § 10; Ord. O-29-2004 § 8].
